Organizational Context
UNESCO is committed to supporting the Democratic Republic of the Congo in modernizing its Technical and Vocational Education and Training (TVET) system. This initiative aims to better meet labor market demands, enhance training quality, and promote digital, entrepreneurial, and green skills. UNESCO's support focuses on strengthening TVET governance, policy development, capacity building, quality assurance, and fostering partnerships with the private sector and technical and financial partners.
Job Purpose
The consultant will provide high-level technical expertise to UNESCO and the Congolese government for the design, coordination, and implementation of TVET activities. This role involves contributing to the effective implementation, monitoring, and evaluation of the CapED program, fostering partnerships for educational development, and enhancing the visibility of UNESCO's initiatives. The consultant will work closely with national authorities and international partners to align interventions with national priorities and ensure the sustainable development of the TVET sector in the DRC.
Responsibilities
The consultant will be responsible for the overall planning, implementation, monitoring, reporting, evaluation, and documentation of the CapED program in the DRC. Key tasks include updating program planning based on national priorities, supporting innovative knowledge capitalization mechanisms, identifying synergies with related initiatives, and mobilizing additional funds. The consultant will provide technical advice to authorities on TVET and planning, engage UNESCO experts as needed, and ensure optimal visibility for program actions. Additionally, the role involves coordinating and facilitating meetings of the TVET partners group, ensuring smooth information flow, and aligning partner interventions with national policies. The consultant will also provide technical support for policy and strategy development, strengthen national institutional capacities in sector governance, and contribute to knowledge sharing and advocacy through technical notes and reports.
Work Experience
A minimum of two years of relevant professional experience in the education sector is required. This includes experience in developing, implementing, managing, and evaluating education projects/programs, as well as coordinating education-related programs and supporting national capacity building, particularly in planning and TVET.
Skills
Excellent written and oral communication skills in French, with good knowledge of English. Strong analytical and writing abilities, proficiency in IT tools, and adaptability to cultural and gender diversity are essential. The ability to work effectively in a team, build and maintain partnerships, and a strong personal commitment to resource mobilization efforts are also required.
