The UNESCO International Institute for Educational Planning (IIEP), established in 1963, is the sole specialized UN agency for educational policy, planning, and management. IIEP supports ministries of education globally through capacity development programs including training, technical assistance, research, and knowledge sharing. Job Purpose
The Associate Project Officer will support the implementation of technical cooperation projects focused on educational planning and management for member states. This role involves contributing to analytical work, developing and delivering training programs, and facilitating knowledge sharing activities aligned with IIEP's Medium-Term Strategy. The incumbent will assist in developing education sector analyses, policies, and plans, including operational and monitoring frameworks. Additionally, the position requires supporting capacity development initiatives for education stakeholders and contributing to research and the dissemination of knowledge in educational planning and management.
Responsibilities
Support member states in developing, implementing, and monitoring education sector analyses, plans, and policies. Assist in conducting diagnoses and analyses for education sectors, sub-sectors (particularly Early Childhood Education), and thematic areas. Develop and implement education sector plans, including operational plans and monitoring and evaluation frameworks. Facilitate discussions with Ministries of Education officials regarding policy trade-offs and the development of national strategy documents. Create management and monitoring tools and contribute to joint sector reviews. Develop and implement training initiatives for education stakeholders in planning and management. Design new training courses and capacity development programs, including those for Early Childhood Education. Produce and disseminate knowledge on education sector planning, analysis, management, and reform implementation. Develop methodological guides and tools for educational planning and management. Conduct research on education analysis, planning, implementation, and evaluation. Update IIEP's website with relevant policy documents and data. Assist in managing IIEP's technical cooperation portfolio and support project development, implementation, and reporting.
Work Experience
Less than 2 years of relevant professional experience in educational planning. Experience in developing education sector analyses, plans (including costed multi-operational plans and MEL frameworks), and expertise in early childhood education planning are required. Experience in designing and delivering training programs for education professionals and conducting evidence-based research is also necessary.
Skills
Excellent analytical skills and understanding of global education issues within international frameworks. Ability to draft high-quality, concise analyses, studies, and reports. Proficiency in drafting concept notes and project proposals. Strong coordination, negotiation, and presentation skills for effective communication in multicultural settings. Proven interpersonal skills for maintaining effective working relations. Demonstrated ability to work under pressure and meet deadlines.
