Job Purpose
This consultancy aims to recruit a senior consultant specializing in statistical and econometric analyses applied to the education sector within IIEP-UNESCO's Africa office. The consultant will provide high-level technical support to various projects, contributing to the planning and management of educational systems. This involves conducting in-depth analyses of resource allocation mechanisms, the impact of decentralized teacher management on efficiency, quality, and equity, and analyzing data on teacher presence and student learning outcomes. The role requires proactivity, innovation, and rigor to ensure timely delivery of high-quality technical support and policy-relevant insights for African education systems.
Responsibilities
The consultant will support several key projects under the supervision of IIEP-UNESCO's Africa office leadership. Responsibilities include: supporting the analysis of resource allocation mechanisms by mapping data sources, developing study protocols, processing datasets, and conducting statistical and econometric analyses to diagnose current practices and evaluate allocation strategies. The consultant will also analyze the effects of decentralized teacher management on efficiency, quality, and equity, including reviewing governance roles and identifying bottlenecks. Furthermore, the role involves supporting the analysis of data on teacher presence in classrooms and student learning outcomes, including data cleaning, processing, and indicator production. The consultant will also assist in a preschool study, involving data preparation, sampling, tool contextualization, and statistical/econometric analysis, contributing to report writing for all supported studies.
Work Experience
A minimum of ten years of relevant experience in quantitative analysis and research within the education sector is essential. Proven expertise in statistical and econometric analysis methods using modern tools is required. Experience in conducting in-depth studies and research related to educational themes is highly desirable.
Skills
Expertise in statistical and econometric analysis methods. Proficiency in data processing, analysis, and interpretation. Strong report writing and synthesis capabilities. Ability to work autonomously. Excellent communication and technical discussion facilitation skills. Familiarity with the African education system is a plus.
