Organizational Context
The UNESCO Social and Human Sciences Sector (SHS) requires specialized human resources with technical expertise and operational capabilities to manage diverse thematic areas and maintain relationships with various counterparts across its mandated countries. This role aims to enhance UNESCO's visibility and participation in national and regional forums, supporting the implementation of the Sector's Regular Programme.
Job Purpose
Under the authority of the Director of the UNESCO San José Office and the direct supervision of the Programme Specialist for Sciences, the Individual Consultant will support the implementation of activities within the Regular Programme of the Sciences Sector. The focus will be on key areas including MOST, Youth, Sport, AI Ethics, and Digital and Frontier Technologies. The consultant will be instrumental in designing, coordinating, developing, monitoring, and reporting on these activities to ensure the comprehensive execution of the Sector's programme in the countries under the Office's mandate. This includes strengthening programmatic planning, analysis, and monitoring, aligning with UNESCO's strategic priorities and national objectives.
Responsibilities
The Consultant will provide analytical support for institutional strategic dialogues concerning country programming for the biennium, ensuring alignment with the Office's mandate. Responsibilities include conducting qualitative and quantitative analyses to inform the conceptualization of Sector programmes, policies, and standards. The role involves assisting ongoing projects, executing activities within Work Plans, and supporting the reporting of Sector activity implementation. The consultant will also participate in formulating extra-budgetary project proposals, monitoring and supporting global initiatives, and providing technical, logistical, and administrative support for all Sector activities. Additionally, the role requires supporting participation in inter-agency groups related to PEAS, Youth, and Gender, and other Science Programme mandate groups. Engagement in UN System meetings in El Salvador and representing the Sciences Sector when required are key duties. The consultant will also contribute to mainstreaming gender, human rights, and interculturality approaches in all Sector activities and undertake additional tasks as assigned.
Work Experience
A minimum of 8 years of proven experience in planning, designing, implementing, and coordinating programmatic, administrative, and financial aspects of sustainable development projects. Experience in budget management, financial and administrative follow-up, and inter-institutional team coordination is required. Proficiency in office software and virtual tools, with strong analytical, research, and communication skills, is essential.
