Organizational Context

UNESCO, through the Strengthening Teacher Education Programmes in Cambodia (STEPCam) Phase II, supported by the Global Partnership for Education, is driving digital transformation in the education system. This initiative promotes effective use of digital tools for teaching, learning, and management, and has led to the development of Cambodia's National ICT and AI Competency Framework for Teachers. A key component is the establishment of an Educational Technology (EdTech) Innovation Hub at the Phnom Penh Teacher Education College to foster research, innovation, and advisory services.

Job Purpose

The Consultant will provide crucial technical support to Component 4 of STEPCam Phase II, focusing on the digital transformation of education and the adoption of digital strategies. Working collaboratively with the STEPCam team, Ministry of Education, Youth and Sport (MoEYS) technical departments, Teacher Education Institutions (TEIs), and development partners, the Consultant will assist in establishing and operationalizing the EdTech Innovation Hub. The role involves providing strategic advice, technical support, and capacity building to ensure the Hub's effective functioning and sustainability, enabling it to become a leading institute for thought leadership, research, innovation, and teacher development in Cambodia's digital education landscape.

Responsibilities

The Consultant will provide strategic technical support for the establishment, daily operations, and institutionalization of the EdTech Innovation Hub. This includes overseeing its setup, ensuring institutional capacity, and facilitating stakeholder buy-in. The role involves advising on the recruitment of personnel and selection of fellows for the Fellowship Programme, which supports action research in digital and AI-enabled pedagogy. The Consultant will lead technical meetings for potential partnerships, collaborate on updating operational and capacity-building plans, and develop a long-term sustainability strategy. Oversight of procurement for infrastructure and equipment, and the development of a digital knowledge platform are also key. Furthermore, the Consultant will act as a lead trainer, designing and delivering structured training programs on strategic planning, management, research, and resource mobilization for Hub personnel and Fellows. They will provide ongoing capacity building to ensure the Hub's mandate fulfillment and long-term sustainability within Cambodia's education ecosystem. The Consultant will also support the design of partnership and resource mobilization strategies, seek new partnerships, and facilitate collaboration for research and capacity building. Additionally, they will provide technical advice and quality assurance for the development of new ICT and AI Continuing Professional Development (CPD) courses and contribute to the Strategic Roadmap for competency-based teacher training.

Work Experience

A minimum of 10 years of international experience in educational technology, digital pedagogies, teacher education, capacity building, and research is essential. Experience working with government technical departments and senior officials, particularly in strengthening institutional capacity within the education sector, is highly desirable. Practical experience with technology and AI applications in teaching and learning in resource-constrained contexts is also beneficial.

Skills

Excellent drafting, conceptual, and analytical skills are necessary for preparing technical and policy documents. Strong interpersonal, coordination, and communication abilities are vital for collaboration. The role requires excellent mentoring, training, facilitation, and presentation skills, along with the ability to take initiative, manage priorities, and work efficiently under pressure in a multicultural team environment. A deep understanding of educational technology, digital pedagogies, and teacher education is crucial. Fluency in written and spoken English is mandatory.
