The UNESCO project "CineLab: Igniting digital innovation and policy reform in the film industry in Cameroon" aims to support the reform of Cameroon's regulatory framework for cinema. This initiative, funded by the Korean Funds-in-Trust (KFIT), seeks to develop a modern film code aligned with digital challenges and international standards. By integrating policy reform and capacity building, CineLab intends to revitalize Cameroonian audiovisual creation and enhance its global integration, following the Open Roadmap for the implementation of the 2005 Convention in the digital environment.
Job Purpose
The purpose of this consultancy is to provide high-level expertise to support Cameroon in developing a modern film code. The international consultant will technically and methodologically assist in drafting a film code suitable for the digital era, while facilitating participatory processes for its validation. This role involves close collaboration with the Ministry of Arts and Culture, a national consultant, and UNESCO. The consultant will analyze existing legislation, conduct comparative studies of best practices, and propose a framework for the new code. They will also facilitate consultations with stakeholders, ensure alignment with international standards, and develop a strategic advocacy note to support the adoption of the proposed code, along with recommendations for its implementation.
Responsibilities
The consultant will be responsible for analyzing existing cinema legislation and prior national consultation reports. They will conduct a comparative analysis (benchmarking) of international and African legislative best practices in cinema to inform discussions with national counterparts. A key task is to propose a framework note for the preparation of the film code. The consultant will also support consultations and co-construction with the national drafting team, including co-designing and co-facilitating stakeholder workshops. They will foster consensus on regulatory proposals, ensure alignment with international standards and the UNESCO 2005 Convention's digital roadmap, and develop a strategic advocacy note for policymakers and parliamentarians to facilitate the adoption of the new code. Finally, the consultant will propose recommendations for the implementation of the new regulatory framework and deliver a final mission report including a roadmap for post-adoption follow-up.
Work Experience
A minimum of 7 years of professional experience in cinema and digital regulation is essential. Experience in sub-Saharan Africa is advantageous. Proven experience in drafting normative texts within the cultural sector, particularly in cinema and digital domains, is required. Experience with complex multi-stakeholder consultative and participatory processes and with international organizations is also necessary.
Skills
Strong facilitation and mediation skills are crucial. The ability to build and maintain effective working relationships with national and local authorities, institutions, and relevant intergovernmental and non-governmental organizations is important. Proficiency in the UNESCO 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions is required. Excellent written and oral communication, analytical, and legal drafting skills are necessary, along with strong interpersonal and diplomatic skills for effective teamwork in a multicultural environment.
