The Intergovernmental Oceanographic Commission (IOC) of UNESCO is the UN body for ocean science, observations, services, capacity development, and ocean literacy. Its mission is to foster international cooperation and coordinate programs to advance ocean knowledge for better management and protection of the marine environment. The IOC is the coordinating agency for the UN Decade of Ocean Science for Sustainable Development (2021-2030). The IOC Sub-Commission for the Western Pacific (WESTPAC) serves as the regional arm and Decade Coordination Office for the Western Pacific, hosted by Thailand.
Job Purpose
This consultancy aims to support the development and strengthening of ocean literacy within the Western Pacific and adjacent areas. The consultant will work under the authority of the Regional Director of UNESCO Bangkok and the direct supervision of the Head of the WESTPAC Office. The role involves coordinating an International Task Force, conducting analytical research on ocean literacy frameworks and regional needs, and aligning efforts with global initiatives like the UN Ocean Decade and SDGs. The consultant will also develop and implement targeted ocean literacy activities, such as 'Ocean Literacy for Journalists in Southeast Asia', and identify opportunities for new initiatives and project proposals to mobilize resources and foster partnerships. The goal is to enhance informed decision-making and behavioral change regarding the ocean.
Responsibilities
The consultant will provide coordination and support to the International Task Force, managing meetings and facilitating communication. Responsibilities include conducting analytical research on ocean literacy, identifying regional needs, and aligning efforts with global frameworks like the UN Ocean Decade and SDGs. The consultant will develop, coordinate, and implement targeted ocean literacy activities, including 'Ocean Literacy for Journalists in Southeast Asia', ensuring alignment with Member State needs and UN Ocean Decade goals. This involves identifying opportunities for new initiatives, developing project proposals, and mobilizing external resources. The role requires identifying, engaging, and maintaining partnerships with diverse stakeholders. Additionally, the consultant will develop knowledge products, communication materials, and organize meetings, workshops, and awareness-raising activities to enhance the visibility and impact of ocean literacy initiatives.
Work Experience
A minimum of five years of relevant professional experience in ocean literacy, ocean education, ocean science and governance, communication, or policy analysis is required. At least two of these years must be at the international level. Experience with journalists and media, or with UN agencies and international organizations, is considered an asset.

Key skills include initiative-taking, managing competing priorities, strong organizational abilities, and attention to detail. Excellent drafting, analytical, diplomacy, and advocacy skills are essential for synthesizing complex information and conveying messages effectively. The ability to interact efficiently with diverse stakeholders and maintain effective working relations in a multicultural environment is crucial. Proficiency in standard IT tools (Excel, Word, Outlook, PowerPoint) is also required.
