Organizational Context
The Internal Oversight Service (IOS) at UNESCO provides a consolidated oversight mechanism encompassing internal audit, evaluation, and investigation. The Investigation Office is responsible for examining and verifying allegations of misconduct or irregularities affecting the Organization, its projects, assets, or personnel, ensuring accountability and integrity within UNESCO.
Job Purpose
The Head of Investigations, under the Director of IOS, will lead and oversee the investigation function. This role involves conducting the most serious and complex investigations, and providing expert guidance on fraud risk management, deterrence, and response to sexual harassment and abuse within UNESCO. The incumbent will ensure investigative activities are planned, executed with appropriate methodologies, and that due process is respected, maintaining high professional standards in all investigative reports and records.
Responsibilities
Lead, direct, and plan investigative activities, including developing investigation plans and selecting appropriate tools and methodologies. Conduct complex and sensitive investigations, assessing and mitigating associated risks. Assign cases, provide guidance and feedback to the investigative team, and ensure adherence to UNESCO's rules and regulations. Screen allegations of misconduct from various sources, determine IOS mandate applicability, and recommend resolution steps. Develop, update, and implement investigative procedures, contributing to policy revisions to meet international standards. Advise management on fraud prevention and incident response, including potential legal proceedings. Coordinate the identification, assessment, and monitoring of fraud risks across the Organization, preparing reports and recommendations. Promote fraud awareness through training and communication. Manage the section's staff and budget, allocate resources, and oversee contractor selection, particularly for forensic support. Foster staff development and mobilize internal/external resources to support the section's activities.
Work Experience
A minimum of ten years of progressively responsible professional experience in investigations or a related field, with at least five years at the international level. This includes a minimum of three years in a leadership role within an investigation function (e.g., Head, Deputy Head, Investigation Manager).
Skills
Expert knowledge of investigative legal principles, strong analytical and coordination skills, and the ability to synthesize complex information. Excellent interpersonal, leadership, and organizational skills are essential for managing teams and diverse stakeholders. Proficiency in drafting clear investigative reports and conducting sensitive interviews is required. Knowledge of UN system policies and data analytics tools is desirable.
