Following the COVID-19 pandemic, Iraq invested in distance learning, but efforts were uncoordinated, leading to inconsistent quality. UNESCO and the Federal Ministry of Education developed an EdTech Action Plan to integrate digital tools. This aligns with global and national education strategies. The Kurdistan Region of Iraq (KRI) has a functional online teacher training platform, E-rahenan. Federal Iraq lacks a similar national platform for continuous professional development.
Job Purpose
This consultancy aims to address critical needs in Iraq's education sector by enhancing existing digital learning infrastructure and establishing new national capabilities. The primary objective is to review and upgrade the E-rahenan platform, ensuring its modernization while preserving all existing content and interfaces for teachers in the Kurdistan Region. Concurrently, the consultant will develop a new National Teacher Professional Development Hub for Federal Iraq, based on E-rahenan's successful pedagogical model. This new platform will serve as the central resource for teacher professional development and certification across all federal governorates, delivered in Arabic with supplementary English and Kurdish information.
Responsibilities
The consultant will conduct a thorough technical review of the E-rahenan platform's source code and architecture, identifying areas for enhancement and delivering an upgraded version that retains all current content and interfaces for KRI teachers. A key responsibility is the development of a National Teacher Professional Development Hub for the Federal Ministry of Education. This hub will adopt E-rahenan's pedagogical framework and provide content in Arabic, with English and Kurdish informational materials, becoming the primary source for teacher professional development in Federal Iraq. The consultant will also be responsible for uploading and structuring five content packages within the Federal platform, ensuring their accessibility and organization prior to launch. Finally, comprehensive training, documentation, and a formal handover will be provided to both the Federal and KRI Ministries of Education to ensure independent platform management post-contract.
Work Experience
A minimum of five years of progressive experience in developing, enhancing, and managing online learning platforms is required. Proven experience in system architecture, software development, and technical project management, particularly within educational contexts, is necessary. Experience with content management systems and database management is also essential.
Skills
Key skills include strong analytical and problem-solving abilities, expertise in system design and development, and the capacity to translate pedagogical requirements into technical solutions. Excellent communication, coordination, and reporting skills are vital. The ability to deliver training and capacity-building to diverse stakeholders, coupled with high accountability and professionalism, is crucial for success in this role.
