Organizational Context
The International Centre for the Promotion of Human Rights (CIPDH), established in 2009 as a UNESCO Category 2 Centre, is based in Buenos Aires, Argentina. Its mandate focuses on advancing human rights protection, education, research, international cooperation, and institutional capacity building. This consultancy involves an external evaluation of the CIPDH to assess its relevance, effectiveness, sustainability, and governance in alignment with UNESCO's strategic objectives.
Job Purpose
The purpose of this consultancy is to conduct an independent and objective evaluation of the International Centre for the Promotion of Human Rights (CIPDH) as a UNESCO Category 2 Centre. The evaluation will assess the Centre's performance against its mandate and objectives, its contribution to UNESCO's strategic goals in Social and Human Sciences, and its alignment with the Integrated Strategy for Category 2 Centres. Key objectives include evaluating the Centre's relevance, effectiveness, sustainability, governance, and its cooperation with UNESCO and other stakeholders. The findings will inform UNESCO's decision-making process regarding the potential renewal of the agreement with the Centre and the Government of Argentina.
Responsibilities
The consultant will be responsible for conducting a comprehensive evaluation of the International Centre for the Promotion of Human Rights (CIPDH) for the period 2019-2025. This includes reviewing institutional, programmatic, and financial documentation, conducting semi-structured interviews with UNESCO representatives, Centre staff, government officials, partners, and beneficiaries. The consultant will analyze the Centre's results, products, activities, resources, and monitoring mechanisms, comparing its practices with those of other UNESCO Category 2 Centres. Key tasks involve developing an inception report, presenting preliminary findings, drafting an evaluation report, and preparing an executive summary and final report. The evaluation must adhere to principles of independence, impartiality, utility, transparency, confidentiality, human rights, and gender sensitivity, providing practical, prioritized recommendations for decision-making.
Work Experience
Minimum of 10 years of relevant professional experience, including demonstrable experience in designing, conducting, and writing institutional, programmatic, or public policy evaluations. Experience working with international organizations, preferably within the UN system, is required.
Skills
Excellent analytical and writing skills in Spanish and English. Demonstrated knowledge of human rights, gender, and inclusion. Strong communication, accountability, innovation, knowledge sharing, planning, organizing, results-focus, and teamwork competencies are essential.
