The Ministry of Education in Jordan, supported by UNESCO and Global Affairs Canada, is implementing a program to enhance Technical and Vocational Education and Training (TVET) from 2024-2027. The initiative aims to align TVET with labor market demands, reduce youth unemployment, and address gender disparities. A key component involves introducing the BTEC framework in secondary vocational education to improve graduate employability. Despite these efforts, TVET faces perception challenges, and private sector engagement in providing Work-Based Learning opportunities remains limited. This consultancy supports a targeted awareness campaign to address these issues.
Job Purpose
This consultancy aims to design and facilitate inclusive consultations with private sector actors in Jordan. The primary objective is to collaboratively develop evidence-based, gender-sensitive key messages that will form the foundation of a national awareness campaign. This campaign is intended to promote Technical and Vocational Education and Training (TVET) and to strengthen employer engagement within the sector. The process will involve engaging stakeholders to understand their perspectives, identify barriers and incentives, and co-create compelling communication strategies that resonate with the private sector and enhance their involvement in TVET.
Responsibilities
The consultant will be responsible for developing a detailed inception report, including a methodology for stakeholder mapping and engagement, consultation design, and a work plan. This includes segmenting stakeholders by sector, size, and geographic relevance to Work-Based Learning (WBL) and TVET. The consultant will identify and map 80-100 private sector stakeholders, ensuring representation across key economic sectors, industry leaders, SMEs, large enterprises, startups, and business associations, with attention to gender and disability inclusion. Five inclusive and gender-sensitive participatory consultation workshops will be organized and facilitated, utilizing interactive methodologies to explore perceptions of TVET, barriers to engagement, and opportunities for WBL. Practical recommendations for the awareness campaign, including at least five key messages, will be derived from these consultations. Finally, the consultant will finalize a private sector messaging framework and prepare comprehensive workshop and synthesis reports detailing findings and strategic recommendations for campaign development.
Work Experience
A minimum of 10 years of experience is required in stakeholder engagement, event facilitation, or communication campaigns. Demonstrated experience in developing communication outputs like messaging frameworks and consultation reports is essential. The candidate must show ability to engage with private sector actors, business associations, and employers, alongside strong analytical, reporting, coordination, and organizational skills.
Skills
Proficiency in drafting, documentation, and reporting in both Arabic and English is crucial. Strong coordination, follow-up, and organizational skills are necessary, along with proficiency in MS Office and digital tools. The ability to manage multiple tasks, work proactively with limited supervision, and perform under pressure in a multicultural environment is important. Excellent communication, interpersonal, and teamwork skills are required, along with a good understanding of institutional protocols and the ability to maintain respectful, solution-oriented communication.
