Job Purpose
The purpose of this consultancy is to provide essential technical support for education sector coordination within Myanmar. This involves conducting research, developing critical project documents, and meticulously planning and executing related activities and events. The consultant will play a key role in facilitating collaboration among development partners, ensuring alignment with SDG 4 objectives, and contributing to the overall strengthening of the education sector's capacity and resilience. This position is crucial for advancing educational outcomes for children and youth across the nation.
Responsibilities
The consultant will report to the Head of the UNESCO Antenna Project Office in Yangon and collaborate with the Education team. Key responsibilities include providing coordination and facilitation for sector groups like the Education Sector Group (ESG) and Education Sector Representative Group (ESRG), including co-chair meetings and thematic working groups. The role involves supporting UNESCO's function as Coordinating Agency for GPE initiatives in Myanmar, coordinating with Grant Agents, and organizing technical sessions. Project management oversight of the GPE System Capacity Grant (SCG) is required, ensuring alignment with plans, timelines, and budgets, and managing reporting and budget execution. The consultant will lead the development and implementation of the Joint Response Framework (JRF) for Myanmar, including its results-based management framework and technical guidance. Support will be provided for reporting to UN thematic working groups, liaising with partners, and building new partnerships. Substantive, logistical, and administrative support for joint projects, consultations, meetings, and events is expected. Strategic reconfiguration of the Local Education Group (LEG) for Myanmar, including developing briefing documents and facilitating stakeholder consultations, is a key task. Finally, the consultant will spearhead the situational analysis of Myanmar's education landscape for 2026, including study design, data collection, analysis, and presentation, integrating a gender perspective throughout all activities.
Work Experience
A minimum of eight years of experience in education development is necessary, with a focus on education planning, management, and monitoring and evaluation. Prior experience in teacher education or higher education reforms, particularly in developing countries, is desirable. Experience working with UN or inter-governmental organizations is also beneficial.
Skills
Essential skills include excellent project management, coordination, and organizational abilities. Strong analytical and problem-solving capabilities are required, along with the ability to facilitate workshops and seminars on education-related topics. Technical expertise in education sector coordination, action plan development, and advocacy strategies is crucial.
