Organizational Context

Job Purpose
The Legal Adviser/Director of the Office of International Standards and Legal Affairs (LA) provides advisory and managerial leadership. This role demands in-depth analysis of complex legal issues and the delivery of authoritative advice on international and national law. The incumbent manages a key program area, leads staff in analyzing intricate problems critical to the Organization, and contributes to overall policy and objectives. Under the Director-General's authority, the position oversees the Office's direction and management, providing strategic guidance for activities and resource management.
Responsibilities
The incumbent is responsible for providing comprehensive legal advice on all organizational activities. This includes advising the Secretariat on regulatory, statutory, and standard-setting matters, as well as providing legal counsel to the General Conference and Executive Board upon request. Key duties involve advising on the development, adoption, and revision of international standard-setting instruments and their implementation procedures. The role also entails advising on the interpretation and amendment of UNESCO's Constitution and other legal texts. Furthermore, the position directs the preparation and review of legal briefs for representation in various judicial and quasi-judicial proceedings and represents the Director-General on legal committees of UNESCO's governing bodies. Management of the Office of International Standards and Legal Affairs, including its activities and cooperation with other units, is a core responsibility.
Work Experience
A minimum of fifteen years of progressively responsible professional experience in the legal field, at national and/or international levels within a UN system organization, is required. Extensive experience in senior management or executive positions is essential. Proven experience in providing authoritative legal advice on complex international and national law issues, and demonstrated experience in leading diverse teams and managing organizational transformation are necessary.
Skills
Strong knowledge of the Organization's mandate and strategic priorities. Expertise in international organization legal practices. Excellent analytical, drafting, communication, and presentation skills. Demonstrated leadership, strategic thinking, and management abilities. Proficiency in managing relationships and fostering collaboration in diverse environments. Fluency in English or French, with working knowledge of the other, is essential.
