Consultant - DevOps Engineer for the "Diya.Engine" platform

Organizational Context

UNESCO supports the Ministry of Culture of Ukraine in its digital transformation by enhancing the "Diya.Engine" platform. This platform is crucial for operating state registries that ensure transparency and efficiency in public administration and cultural services. The initiative aims to modernize legacy systems, implement modern DevOps practices, and integrate AI solutions for improved public-facing services and stable, secure, and scalable operations.

Job Purpose

The purpose of this consultancy is to provide comprehensive DevOps support for the "Diya.Engine" platform and its associated state registries. This involves implementing Continuous Integration and Continuous Deployment (CI/CD) practices, automating deployment processes, and ensuring continuous administration of web interfaces and Content Management Systems (CMS). The role also encompasses full-stack development for new websites and modernization of existing ones, integration of Artificial Intelligence (AI) technologies, and adherence to modern web development and information security standards. The ultimate goal is to ensure the stable, secure, and scalable operation of critical cultural information systems.

Responsibilities

The consultant will be responsible for developing and maintaining CI/CD pipelines, automating testing, build, and deployment processes. This includes administering infrastructure, databases, and providing continuous support for web administration interfaces. Full-stack development for new websites and web portals is a key task, alongside deploying, customizing, and administering web resources using open-source CMS like WordPress. Modernizing legacy web platforms by reconstructing and deploying functional websites from static data or archives is also required. The role involves developing and optimizing user interfaces, web forms, and public dashboards for state registers. Implementation of AI tools and machine learning APIs for data processing and task automation is expected. The consultant will also implement Infrastructure as Code (IaC), configure monitoring, logging, and auditing systems, and manage secrets, certificates, and security patches. Optimizing database performance, web application responsiveness, and cross-browser compatibility are crucial. Ensuring DevOps support, infrastructure stability, and seamless CI/CD deployment for specific state registers is a primary objective.

Work Experience

A minimum of three years of practical experience in DevOps engineering, full-stack development, or web development is necessary. Experience with CI/CD tools, Docker, relational databases (PostgreSQL, MySQL), and modern JavaScript frameworks is essential. Experience with WordPress, web migration, AI API integration, and website administration is also required.

Skills

Proficiency in information security principles and UI/UX best practices is required. Understanding of modern web development standards and a mobile-first approach are also important.
