Organizational Context
UNESCO's Education Sector leads globally and regionally to ensure quality education for all. In Peru, the presence of migrants and refugees presents challenges to educational access and completion. UNESCO Peru, through the Multiannual Resilience Program (MYRP II) funded by Education Cannot Wait, promotes inclusive education for migrants, refugees, and host communities in Lima and Trujillo. The "Aprender sin Barreras" program focuses on improving educational pathways and strengthening institutional management.
Job Purpose
The Technical and Management Specialist will provide specialized technical support for the programmatic follow-up, monitoring, and evaluation of the MYRP II - "Aprender sin Barreras" Program. This role is crucial for ensuring the quality, coherence, and strategic use of information for decision-making. The specialist will also be responsible for consolidating technical and management instruments to achieve program results. This includes supporting the expansion of interventions to additional educational institutions, aiming to consolidate and strengthen pedagogical strategies for sustainability, quality, and scalability.
Responsibilities
The consultant will be responsible for systematic programmatic follow-up, ensuring coherence between planning, execution, and results. This includes monitoring the achievement of goals, timelines, and deliverables, and identifying risks or deviations with timely corrective measures. The role involves updating and maintaining the program's programmatic tracking matrix, consolidating and analyzing technical and operational information for decision-making, and strengthening the monitoring and evaluation (M&E) system. Additionally, the specialist will prepare technical inputs for donor reports, provide technical follow-up to consultants to ensure quality and adherence to deliverables, and review their technical products. The position also entails developing and updating technical management instruments, preparing technical notes and analytical documents, and supporting the development of Terms of Reference (ToR) and other technical program documents. Coordination with pedagogical and inclusion specialists is key to ensuring technical coherence, and providing technical support to the team on management, monitoring, and information use is also required.
Work Experience
A minimum of 4 years of professional experience is required. This includes at least 3 years in planning, monitoring, and evaluating educational programs or projects. Additionally, a minimum of 5 years of experience in educational or social projects with international organizations, NGOs, civil society, or bilateral partners is necessary. Experience in projects related to refugees and migrants is also required.
Skills
Key competencies include Accountability, Communication, Innovation, and Results Focus. Proficiency in Spanish is required, and fluency in English is desirable.
