Organizational Context
Ukraine's creative industries are vital for economic growth, innovation, and cultural diplomacy, contributing significantly to national resilience. These sectors require systemic support for scaling, financing, and international expansion. Effective communication is crucial to ensure access to opportunities and foster trust between the state and creative entrepreneurs. UNESCO, with support from Japan, is enhancing communication and visibility efforts for Ukraine's creative industries ecosystem.
Job Purpose
This role aims to strengthen Ukraine's creative industries by developing integrated strategic communications and promoting the state's support ecosystem. Key objectives include positioning national support programs like Vlasna Sprava and Tysyachovesna as drivers of the creative economy, building a strong public narrative around creative industries as engines of growth and resilience, and increasing awareness and trust in state support initiatives. The position will also support strategic public communication by the Ministry of Culture and expand national and international media visibility for program results and events.
Responsibilities
The consultant will provide strategic and coordination support to the Ministry of Culture for promoting the creative industries ecosystem, focusing on the Tysyachovesna and Vlasna Sprava programs. Responsibilities include developing and implementing communication plans, ensuring consistent messaging across official channels, and preparing high-quality communication materials such as program descriptions, policy explainers, and success stories. The role involves proactive media outreach at national and international levels, preparing press materials, and organizing public events like webinars and consultations. Ensuring donor and UNESCO visibility, monitoring communication performance, and coordinating with the UNESCO Antenna in Ukraine are also key duties.
Work Experience
A minimum of 5 years of professional experience in creative industries, cultural economy, or strategic communications is necessary. Experience with international programs and donors, public communication of policy initiatives, and stakeholder engagement is also required.
Skills
Strong communication skills are essential, particularly the ability to translate complex policies into clear, structured messages tailored for diverse audiences. Fluency in Ukrainian and professional proficiency in English are also required.
