Consultant - Head of the Recovery Support Unit
Organizational Context
UNESCO's Culture Sector is addressing the significant destruction of Ukraine's cultural infrastructure and heritage due to the full-scale invasion. The Recovery Support Unit, in collaboration with the Ministry of Culture of Ukraine, is crucial for coordinating recovery efforts. This involves strategic management, mobilizing international support, and ensuring systematic project implementation for restoration and preservation.
Job Purpose
The Head of the Recovery Support Unit will lead efforts to restore Ukraine's cultural infrastructure and heritage, significantly damaged by the ongoing conflict. This role involves strategic coordination, project management, and stakeholder engagement to ensure the effective implementation of recovery initiatives. The purpose is to facilitate systematic restoration, mobilize international support, and provide analytical and managerial guidance to the Ministry of Culture of Ukraine. The position requires strong leadership to manage the unit, coordinate experts, and foster collaboration with national and international partners, ultimately contributing to the resilience and recovery of Ukraine's cultural sector.
Responsibilities
The Head of the Recovery Support Unit is responsible for the effective functioning and leadership of the unit, overseeing the coordination and implementation of recovery projects for cultural infrastructure and heritage assets. This includes managing the team, coordinating experts, and ensuring alignment with the Ministry of Culture of Ukraine's priorities. The role involves extensive stakeholder engagement, including public authorities, local governments, donors, and international organizations, to mobilize funding and expert support. Key duties include developing project tools, implementation plans, and budgets, managing communications with media and the public, and preparing analytical and managerial reports. The position also requires organizing and supporting national and international events, participating in working visits, and ensuring effective communication with all relevant parties.
Work Experience
A minimum of 10 years of professional experience in public or municipal administration is necessary, with at least 5 years in managerial roles. Significant experience in project/programme management, including planning, implementation, and evaluation, is essential. Experience in recovery, cultural policy, or infrastructure projects, along with working with international organizations, is highly valued.
Skills
The role demands strong managerial, analytical, and communication skills. Proficiency in Ukrainian and professional fluency in English are also required.
