UNESCO is engaged in supporting Ukraine's cultural sector, which has suffered extensive damage and institutional capacity loss due to the full-scale invasion. Over 2,000 cultural facilities have been affected. In this critical wartime and post-war recovery period, there is a pressing need for systematic management of reconstruction, modernization, and the digital transformation of cultural institutions. The Recovery Support Unit under the Ministry of Culture of Ukraine leads these recovery and transformation projects, providing essential analytical, legal, and managerial support.
Job Purpose
The purpose of this consultancy is to drive the development and institutional strengthening of Ukraine's cultural institutions amidst the ongoing conflict and recovery efforts. This involves implementing modern management principles to enhance operational efficiency, sustainability, and the quality and accessibility of cultural services for the population. The role requires comprehensive organization, coordination, and management of relevant programmes and projects. Key activities include strategic planning, budgeting, implementation, monitoring, and reporting, alongside robust engagement with key national and international stakeholders. All activities must adhere to international management standards, ensuring transparency and effectiveness throughout the project lifecycle, contributing to the resilience and future of Ukraine's cultural heritage and institutions.
Responsibilities
The consultant will be responsible for ensuring the strategic planning and implementation of programmes focused on the development and institutional strengthening of cultural institutions. This includes organizing and coordinating the application of modern management approaches to boost institutional performance. The role requires full-cycle programme and project management, encompassing planning, budgeting, implementation, monitoring, and evaluation, with a focus on achieving defined results and Key Performance Indicators (KPIs). A critical aspect involves coordinating interactions with public authorities, local self-government bodies, donors, and international partners. The consultant will also ensure the development and implementation of measures to improve the quality and accessibility of cultural services, emphasizing inclusivity. Furthermore, the role entails initiating and implementing tools to enhance operational efficiency and financial sustainability, preparing analytical materials and policy briefs, and representing programmes and results at national and international forums, all while ensuring strict compliance with timelines, budgets, and quality standards.
Work Experience
A minimum of 10 years of proven experience in culture and project management, supported by a CV and at least two recommendations. Practical experience managing a state or municipal cultural institution, including staff, budget, strategic development, and change management, is essential. Experience with infrastructure projects, grant management, international organizations, and modern project management methodologies is also required.
Skills
Strong analytical and communication skills are essential. Additional certifications in project management, consulting, or strategic management are considered an asset.
