Consultant - Legal Expert
Organizational Context
UNESCO's Culture Sector is addressing the critical damage to Ukraine's cultural sector caused by the full-scale invasion. This includes the destruction of over 1,000 monuments and 2,000 cultural infrastructure facilities. The Ministry of Culture of Ukraine has established a Recovery Support Unit to provide expert, analytical, and legal support for the sector's recovery and transformation, focusing on reconstruction models and systemic modernization.
Job Purpose
This consultancy aims to provide essential legal expertise and support for the recovery and transformation of Ukraine's cultural sector. The role involves drafting and ensuring the legal soundness of regulatory acts crucial for implementing state policy in culture, particularly concerning cultural heritage recovery and the functioning of state electronic registers and information systems. The consultant will support the Ministry of Culture's Recovery Support Unit, contributing to the development of legal models for reconstruction and modernization, and ensuring access to quality cultural services. The objective is to mitigate legal risks and ensure compliance with Ukrainian legislation and international standards.
Responsibilities
The consultant will be responsible for drafting and providing legal support for regulatory acts within the Ministry of Culture's competence, including those proposed by the Recovery Support Unit. This involves conducting legal reviews of draft acts, preparing legal opinions, and assessing compliance with the rule of law and current legislation. The role includes providing legal support during internal and interagency approval processes, cooperating with relevant authorities, and revising drafts based on feedback. The consultant will offer ongoing legal support to the Recovery Support Unit, advise project managers on legal matters, and participate in developing legal models for sector recovery and transformation. A key responsibility is mitigating legal risks associated with project implementation and ensuring the Unit's activities align with legal principles.
Work Experience
A minimum of 7-10 years of experience in drafting or supporting regulatory acts is required. Additionally, at least 5 years of experience in cultural heritage recovery, cultural infrastructure management, digitalization, or information systems, with knowledge of Ukrainian legislation, is necessary. Experience with public authorities or international organizations on recovery projects is also essential.
Skills
Essential skills include strong analytical capabilities and proven experience in preparing legal opinions, briefs, and concept papers. Fluency in Ukrainian and professional proficiency in English are also required for working with legal and analytical documents.
