Organizational Context
UNESCO, in partnership with the Ministry of Education, Youth and Sport (MoEYS) and funded by the Global Partnership for Education (GPE), is implementing Strengthening Teacher Education Programmes in Cambodia (STEPCam) Phase II. This initiative builds on the success of its predecessor, aiming to enhance the quality of education in Cambodia and improve student learning outcomes. The program focuses on four key components: Teacher Education, Teacher Professional Development, Classroom Learning, and Digital Transformation in Education.
Job Purpose
The National Consultant will serve as a key focal point for the implementation of STEPCam Components 1 and 2, working in close coordination with the STEPCam Programme Manager, the programme team, and MoEYS technical departments. This role involves providing comprehensive technical support and coordination for the strategic and operational planning, implementation, and monitoring of program activities. The consultant will ensure alignment with the project's results framework, support monitoring and evaluation efforts, and contribute to progress reporting and communication materials. Additionally, the consultant will provide technical guidance for the advancement of teacher education reform, focusing on strengthening institutional capacities, developing new professional development offerings, and supporting the organization of key events like the Annual Teacher Development Conference.
Responsibilities
The consultant will provide technical support for the planning, implementation, and monitoring of STEPCam Components 1 and 2, ensuring alignment with project objectives and targets. This includes overseeing the delivery of activities by counterparts, supporting monitoring and evaluation, and contributing to progress reports and communication materials. The role involves providing technical coordination and quality assurance for deliverables from partners. Furthermore, the consultant will support the MoEYS in advancing teacher education reform by strengthening institutional capacities of teacher education institutions, developing new continuous professional development (CPD) offerings, and advising on the organization of the Annual Teacher Development Conference. The consultant will also support the institutionalization and expansion of the CPD system and its management information system nationwide, including provider accreditation and system development. Technical assistance will be provided for the development of national frameworks for teacher qualification upgrading and the TCP system. The consultant will also support UNESCO's role as a strategic partner in Cambodia's education sector, engaging in policy discussions and sector coordination, and contributing to GPE-related processes.
Work Experience
A minimum of 10 years of professional experience in education, teacher education, or ICT in education is necessary. Demonstrated experience in technical assistance, project management, program design, monitoring, and implementation within the education sector, particularly in Cambodia, is crucial. Experience in building partnerships and providing expert advice on teacher development and educational reforms is also required.
Skills
The role requires excellent coordination and interpersonal skills, a good understanding of government functions, and strong conceptual and analytical abilities. Proficiency in providing technical advice on education, teacher education, professional development, and ICT in education is essential. A solid understanding of Cambodia's education sector and teacher development context, along with the ability to take initiative, manage priorities, and work efficiently under pressure, is expected. Fluency in written and spoken Khmer and English is mandatory.
