Organizational Context
The Ministry of National Education and Scientific Research (MENRS) in Burundi, through the Project for the Improvement of Education Quality in Burundi (PAQABU), aims to enhance the SIGE-GRH platform for better human resource management in education. This platform optimizes recruitment, deployment, and assignment of teachers. However, its current deployment is limited to Provincial Directorates of Education (DPEs), facing challenges with consistent access and electricity supply. To address this, PAQABU will equip DPEs and the Education Planning and Statistics Bureau (BPSE) with solar power systems to ensure continuous operation of IT equipment supporting the SIGE and GRH platforms.
Job Purpose
The purpose of this consultancy is to conduct a feasibility study for the implementation of relay solar energy systems at the Education Planning and Statistics Bureau (BPSE) and Provincial Directorates of Education (DPEs). This initiative aims to guarantee the continuous availability and accessibility of IT equipment that supports the SIGE and GRH platforms. The study will result in a comprehensive technical dossier for the installation of these systems, along with support and monitoring during their implementation. The consultant will evaluate energy needs, analyze site-specific technical and environmental constraints, develop installation plans, define equipment specifications, estimate costs, and prepare terms of reference for the installation contractor. This work is crucial for securing the operation of the SIGE and GRH platforms, ensuring their constant availability, and improving the quality of data and efficiency of human resource management in Burundi's education system.
Responsibilities
The consultant will conduct a feasibility study to determine the energy needs of IT equipment at DPEs and the BPSE for the SIGE and GRH platforms. This involves analyzing existing IT infrastructure, assessing site-specific technical and environmental constraints, and evaluating electricity supply challenges. Based on this assessment, the consultant will develop tailored installation plans for solar energy systems, defining precise technical specifications for all necessary equipment and accessories. A detailed budget estimation in USD will be required, along with the preparation of terms of reference for selecting a contractor responsible for the supply and installation of the solar systems. Furthermore, the consultant will be responsible for evaluating the conformity of delivered equipment against the defined specifications and supervising the installation work to ensure adherence to technical standards and quality. Finally, the consultant will oversee the commissioning of the solar systems, producing a report that validates their performance and ability to ensure the continuous operation of the SIGE and GRH platforms.
Work Experience
A minimum of 5 years of professional experience in renewable energy, preferably solar energy, is required. Experience with solar energy in urban and semi-urban areas of Bujumbura is also necessary. Experience in developing countries or with NGOs is a plus.
Skills
Proficiency in computer software, including Microsoft Word, Excel, PowerPoint, and solar dimensioning software, is essential. Strong oral and written communication skills in French are required. Knowledge of urban electrification issues in Bujumbura and proven experience in installing solar energy systems are also necessary.
