The UNESCO Regional Office for Central Africa is recruiting a Technical Assistant to support the Education Sector in managing the Project for the Improvement of Learning Quality in Burundi (PAQABU). This project, funded by the Global Partnership for Education (GPE), aims to transform Burundi's education system through equitable and inclusive learning quality improvements. UNESCO is responsible for Component 3, focusing on rationalizing resource management and utilization.
Job Purpose
The Technical Assistant will provide operational and strategic support to the management of PAQABU, specifically for Component 3. The role involves accelerating the implementation of teacher motivation measures, finalizing technical and financial reports, and producing a guide for capacity-building activities. The consultant will also update work plans, budgets, and procurement plans based on lessons learned from the first year, and contribute to data collection for project monitoring. This position is crucial for capitalizing on initial experiences and optimizing the planning and acceleration of the project's second year activities, ensuring the effective implementation of PAQABU's objectives.
Responsibilities
Under the authority of the Regional Director for Central Africa and direct supervision of the Head of the Education Sector, the Technical Assistant will support the management of Component 3 of PAQABU. Key responsibilities include accelerating the implementation of volunteer teacher motivation measures, finalizing technical and financial reports from the first phase, and producing a guide for large group capacity-building activities. The role also involves preparing for the second wave of training by mapping stakeholders. Additionally, the consultant will update project work plans, budgets, and procurement plans, integrating lessons learned. They will contribute to collecting and consolidating data for monitoring project progress against defined results and indicators. The assistant will also support the implementation of Component 3 activities over the next five months and prepare monthly technical reports on the sub-components, ensuring alignment with budgets and procurement, and including data on progress towards results.
Work Experience
A minimum of 10 years of proven experience in education planning and administration, policy formulation, and analysis/evaluation of education systems is necessary. Familiarity with African educational contexts, particularly in Central Africa, is highly desirable.

Key skills include strong communication, responsibility, innovation, knowledge sharing, continuous improvement, planning and organization, results orientation, and teamwork. Fluency in French is essential.
