Organizational Context
UNESCO is recruiting an International Consultant for Education in Burundi. The organization is committed to Engagement, Integrity, Respect for Diversity, and Professionalism. Burundi's education system has various learning assessment mechanisms, including national and international evaluations like PASEC. Despite data production, its utilization for educational policy and improvement remains limited, hindering the identification of effective strategies for enhancing learning outcomes.
Job Purpose
The International Consultant will conduct a meta-analysis to identify the effects of educational inputs and reforms on student learning outcomes in Burundi. This involves developing a rigorous methodology, analyzing existing data, and identifying pedagogical, organizational, and institutional practices associated with better school performance. The consultant will facilitate technical workshops with national stakeholders to discuss findings and formulate strategic recommendations. A key objective is to strengthen the capacity of national teams in analyzing and utilizing educational data, ultimately informing educational policies and improving the effectiveness of sector interventions.
Responsibilities
Under the overall authority of the Director of the UNESCO Regional Multisectoral Bureau for Central Africa and direct supervision of the Regional Education Advisor, the International Consultant will lead a meta-analysis on the impact of educational inputs and reforms on student learning. This includes developing a detailed methodological note, mapping and preparing data for analysis, and conducting statistical and econometric analyses. The consultant will identify effective pedagogical and institutional practices, facilitate stakeholder workshops to discuss findings, and formulate strategic recommendations. Additionally, the role involves contributing to the capacity building of national teams in data analysis and utilization, producing a comprehensive analytical report, and preparing communication materials for disseminating the results. The consultant will also organize and lead two key workshops: one for consultation on the meta-analysis framework and another for validating the findings.
Work Experience
A minimum of 8 years of professional experience in education and learning assessments. Experience in conducting at least 2 similar missions is required. In-depth knowledge of the education sector in Burundi, particularly in learning assessments, is essential.
Skills
Proficiency in French is required. Excellent oral and written communication skills. Expertise in statistical and econometric analysis software (e.g., Stata, SPSS, R) and psychometric analysis software. Strong IT skills (Word, Excel, PowerPoint). Ability to build effective working relationships with national and international stakeholders. High sense of professional duty, integrity, and responsibility. Aptitude for multicultural teamwork.
