Organizational Context
The UNESCO is implementing a project in Congo focused on strengthening national capacities for resilience to climate crises and disasters in cultural and natural heritage. This initiative aims to enhance the country's ability to protect its heritage sites against climate-related risks. It involves national consultations, risk assessments, and the development of strategies and policies to foster adaptation and collaboration. An expert in Disaster Risk Reduction (DRR) and Culture is sought to support this process.
Job Purpose
The purpose of this consultancy is to provide expertise in Disaster Risk Reduction (DRR) and cultural heritage management within the context of climate change adaptation. The consultant will play a crucial role in assessing vulnerabilities, developing national strategies, and building capacity among stakeholders. This involves conducting rapid technical assessments of cultural sites, analyzing climate and disaster risks, and formulating recommendations for integrating heritage protection into disaster risk management plans. The role also includes developing standard operating procedures for emergency management and supporting institutional advocacy for heritage risk management.
Responsibilities
The consultant will prepare and conduct consultations with national authorities and relevant entities, developing a program and methodology for these missions. They will co-coordinate technical preparations with a natural heritage expert, evaluate climate vulnerabilities of pilot sites, and perform rapid technical assessments of cultural sites to analyze risks and propose mitigation steps. A baseline study on climate and disaster risks, including a review of national regulatory frameworks, will be developed to identify integration gaps. The consultant will ensure the collection of georeferenced data for cultural sites, overlaid with climate projections and disaster data, to inform mitigation and preparedness measures. They will also collaboratively develop a national strategy and standard operating procedures for emergency management in cultural and natural heritage, support institutional advocacy, and strengthen the technical skills of national cadres through workshops. Regular progress reports and a final comprehensive report with recommendations are required.
Work Experience
A minimum of 4 years of relevant professional experience in cultural heritage and risk management. Prior experience in Central Africa is a significant asset. Field experience in culture and emergency activities is also desirable.
Skills
Proficiency in climate modeling tools and knowledge of international conventions (UNESCO, Sendai, UNFCCC). Strong understanding of the Central African cultural context, particularly Congo. Excellent communication, analytical, interpersonal, and teamwork skills. Familiarity with UNESCO's normative instruments in culture and international organizations is beneficial.
