Organizational Context
The Programme d'Appui à la Professionnalisation du Métier de l'Enseignant au Cameroun (PAPMEC), supported by the Global Partnership for Education (GPE) and implemented by the Ministry of Basic Education and Ministry of Secondary Education with UNESCO and UNICEF support, aims to enhance learning quality through teacher professionalization. It addresses structural inefficiencies and access barriers in the education system, focusing on gender equality. The program has three specific objectives: developing teacher competencies, improving the teaching-learning environment, and rationalizing resource management.
Job Purpose
This consultancy focuses on Component 3 of the PAPMEC program, which aims to rationalize human, financial, and material resources within Cameroon's education system. The primary challenge is the inequitable distribution of teachers, attrition, and regional disparities, particularly in primary education. To address these issues and optimize teacher allocation, the program plans to develop regional teacher rotation and redeployment plans. The consultant will support the government in designing and formulating these plans to ensure equitable teacher distribution, leverage teacher expertise across regions, promote cultural exchange, and prevent professional burnout by offering new challenges and opportunities.
Responsibilities
The consultant will work under the overall authority of the Director of the UNESCO Regional Multisectoral Office for Central Africa and the direct supervision of the UNESCO Regional Education Advisor for Central Africa. Key tasks include conducting a diagnostic of current teacher deployment and assignment practices using existing databases (Post Mapping, AIGLES). The consultant will propose standard rotation models, explicitly integrating asset management, attrition replacement planning (estimated at 1450 teachers annually), and performance management. They will prepare and facilitate a national technical workshop with key stakeholders from MINEDUB to collaboratively develop redeployment models. Additionally, the consultant will prepare and lead a validation workshop for the regional plans, incorporating feedback from education system actors. Collaboration with the Director of Human Resources of the Ministry of Basic Education is essential for validating deliverables and facilitating access to information and stakeholders.
Work Experience
Requires a strong understanding of Cameroon's education and training sector. Proven experience in human resource management within the Cameroonian public administration is essential, with excellent knowledge of MINEDUB's structure and functioning. Experience in conducting studies, developing public policy documents, or strategic planning is also necessary.
Skills
Proficiency in computer tools and concepts related to human resource information systems (AIGLES, post mapping, SIGE). Excellent capacity for training and skills transfer. Strong ability to work in a team, under pressure, and with a results-oriented mindset. Communication, responsibility, innovation, knowledge sharing, continuous improvement, planning, organization, and teamwork are fundamental competencies.
