Consultant(e) - Assistance Technique pour un appui opérationnel et stratégique (PAPMEC et CAMBESP)
Organizational Context
The UNESCO Regional Office for Central Africa is seeking a Technical Assistant to support the education sector in the implementation and management of the Cameroon Basic Education Project (CAMBESP) and the Program to Support the Professionalization of the Teaching Profession in Cameroon (PAPMEC). The PAPMEC project, funded by the GPE, aims to enhance teaching professionalism, with activities including curriculum framework development and national student achievement assessments. The CAMBESP project also focuses on strengthening basic education through various initiatives.
Job Purpose
The Technical Assistant will provide crucial operational and strategic support for the effective implementation and management of the PAPMEC and CAMBESP projects. This role involves contributing to the execution of ongoing and upcoming activities, including the development of curriculum frameworks, organization of national assessments, and planning for teacher redeployment. For CAMBESP, responsibilities include preparing training for pedagogical supervisors and strengthening the Education Management Information System (EMIS). The consultant will also assist in drafting Terms of Reference, providing strategic advice, producing presentations, and facilitating stakeholder sessions. Furthermore, the role entails updating work plans, budgets, and procurement plans, and monitoring project progress against expected results and indicators.
Responsibilities
Contribute to the implementation of ongoing and upcoming activities for both PAPMEC and CAMBESP projects. For PAPMEC, this includes developing the Curriculum Orientation Framework Document (DCOR), organizing national student achievement assessments, elaborating regional teacher rotation and redeployment plans, and developing continuous training management tools. For CAMBESP, activities involve preparing training for pedagogical supervisors in areas such as innovative learning tools, instrumental didactics, and MOOCs, as well as strengthening the EMIS through school georeferencing, dynamic dashboards, and database interconnection. The consultant will also draft Terms of Reference for activities, provide technical and strategic advice, produce presentations, and facilitate stakeholder sessions. Additionally, the role requires updating work plans, budgets, and procurement plans, and monitoring their implementation to achieve expected results. The consultant will collect data and information to track project progress against results and indicators, and contribute to planned studies. Monthly technical reports on the implementation of PAPMEC and CAMBESP components will be prepared.
Work Experience
A minimum of 10 years of proven experience in education planning and administration, policy formulation, and analysis and evaluation of education systems is necessary. Experience with African educational contexts, particularly in Central Africa, is highly desirable.
Skills
Excellent written and oral communication skills are essential. The candidate must possess strong listening and adaptability skills, along with a deep understanding of the French language. Proficiency in fundamental and managerial competencies such as communication, responsibility, innovation, knowledge sharing, planning, organization, results orientation, and teamwork is expected.
