Job Purpose
Under the overall authority of the Assistant Director-General for Culture, this consultancy role involves contributing to the design, coordination, and implementation of activities within the UNESCO Culture|2030 Indicators programme. The consultant will collaborate closely with stakeholders and international experts, working with the UNESCO HQ Culture|2030 Indicators Team. Key responsibilities include planning, monitoring, and evaluating programme activities, finalizing project outputs for countries and cities, and developing project proposals to expand the programme's reach. The role also supports refining the indicator methodology, assisting the EU/UNESCO Expert Facility, and expanding the programme's knowledge base.
Responsibilities
Plan, monitor, and evaluate programme activities in alignment with approved budgets and projects. In the context of the EU Phase II project, review and finalize project outputs for 10 countries and 10 cities, producing validated data tables, national/urban reports, and culture profiles. Design and formulate project proposals and cost estimates for countries and cities to support further implementation, and assist Field Offices with concept notes. Refine the Culture|2030 Indicators methodology in collaboration with experts and the UNESCO Institute for Statistics, focusing on peacebuilding and climate change indicators. Support the EU/UNESCO Expert Facility by providing advice and developing capacity-building materials for workshops and technical assistance tools. Contribute to the development and expansion of a knowledge base on the programme and capacity building, and maintain the Data Bank design. Compile the global dataset for the Culture|2030 Indicators initiative, developing data models for regional and thematic aggregation. Enhance the global dataset by pre-populating indicators with existing data. Assess capacity development needs, emphasizing gender equality and the collection of sex-disaggregated data. Prepare analytical reports for UNESCO publications and global reporting requirements. Provide methodological support for complementary data collection models in pilot locations.
Work Experience
A minimum of 10 years of relevant international experience in Sustainable Development and Culture or Cultural Statistics. This includes substantial experience with international collaboration, global frameworks, or cross-country analysis. Experience with UNESCO systems (SAP, Core Manager) and managing donor-funded programmes is also required.
Skills
Demonstrated knowledge and experience in culture, cultural statistics, and UNESCO conventions. Proven ability to manage multidisciplinary expert groups across different scales. Experience in budget planning, monitoring, and execution. Strong communication, writing, and diplomatic skills. Ability to conceptualize issues, analyze data, and synthesize information. Excellent coordination and project management skills. Proficiency in graphic design, publication design, multimedia, and web content development is desirable.
