Organizational Context
The United Nations Educational, Scientific and Cultural Organization (UNESCO) operates in Burundi under a cooperation agreement signed with the Burundian Government in 1998. UNESCO's mandate is to contribute to peace and sustainable development by fostering international cooperation in education, science, culture, and communication. In line with the UN Sustainable Development Cooperation Framework (UNSDCF) for Burundi (2023-2027), UNESCO supports strategic results in governance, social protection, access to quality basic social services, and environmental management.
Job Purpose
The Project Officer (Communication & Information) will support the coordination of projects, ensuring effective planning, implementation, and monitoring. This role involves contributing to data collection and analysis for evidence-based strategies, defining intervention approaches tailored to socio-cultural contexts, and preparing work plans and budgets. The position requires supporting the operational organization of field activities, including administrative and logistical follow-up. A key aspect is fostering partnerships and creating synergies with various stakeholders, including public institutions, youth organizations, civil society, and local communities. The role also entails ensuring the technical implementation of activities, capacity building, and designing communication actions to enhance project visibility and UNESCO's broader engagement in Burundi.
Responsibilities
The Project Officer will contribute to the development of data collection tools and the analysis of quantitative and qualitative data to formulate evidence-based intervention strategies. They will participate in defining intervention strategies and approaches, ensuring adaptation to socio-cultural contexts and stakeholder involvement at national and local levels. Responsibilities include preparing work plans and budgets, and supporting the operational organization of field activities with necessary administrative and logistical follow-up. The role involves developing partnerships, networking, and creating synergies with public institutions, youth organizations, civil society, and local communities. The Project Officer will ensure the technical implementation of activities, including capacity-building actions for target groups. They will design and monitor communication actions to enhance project visibility and UNESCO's presence in Burundi, coordinating with the Public Engagement and Communication unit. Reporting includes preparing narrative reports and analytical content highlighting project contributions to UNESCO's strategic priorities. Performance monitoring of project indicators and results is also a key responsibility.
Work Experience
A minimum of 4 years of professional experience is required, with at least 2 years in managing and monitoring projects or programs focused on youth, conflict prevention, and peacebuilding. One year of field experience in media support, freedom of expression, media development, media and information literacy, or knowledge of UNESCO's actions in this area is also necessary. Expertise in at least three of the following areas is essential: conflict analysis and management, peace and development, peace and cultural diversity, cultural education, right to information, global citizenship education, or participatory communication and social mobilization.
Skills
Excellent oral and written communication skills for liaising with high-level stakeholders. Ability to work collaboratively in a team, take initiative, support colleagues, and deliver quality services promptly. Proficiency in working within multicultural and multidisciplinary teams. Strong IT skills (MS Word, Excel, PowerPoint, databases, Outlook). Dynamic, proactive, and eager to learn. Excellent listening and mentoring abilities. Fluency in French and English (spoken and written) is essential.
