Organizational Context

The East Asian Biosphere Reserve Network (EABRN), established in 1995, is one of UNESCO's pioneering regional Man and Biosphere (MAB) networks. It unites seven Member States and currently comprises over 100 UNESCO-designated Biosphere Reserves. The network has been active in implementing the Lima Action Plan and preparing for the Hangzhou Strategic Action Plan, organizing numerous meetings, workshops, and webinars. EABRN has focused on youth empowerment, transboundary cooperation, and producing knowledge products.

Job Purpose

This consultancy aims to conduct an evaluation of the East Asian Biosphere Reserve Network (EABRN) for the period 2016-2025. The evaluation will assess achievements, challenges, and lessons learned, providing evidence-based recommendations for the network's next phase (2026-2035). The assessment will adhere to OECD DAC Criteria, examining EABRN's efficiency, effectiveness, coherence, relevance, sustainability, and impact. Special attention will be given to cross-cutting factors such as human rights, the principle of 'Leave No One Behind,' and environmental considerations. The findings will inform future strategic planning and enhance the network's contribution to biosphere reserve management.

Responsibilities

The consultant will be responsible for conducting a comprehensive evaluation of the East Asian Biosphere Reserve Network (EABRN) for the period 2016-2025. This includes assessing the network's efficiency, effectiveness, coherence, relevance, sustainability, and impact based on the OECD DAC Criteria. The evaluation must identify key achievements, challenges encountered, and lessons learned throughout the specified period. Furthermore, the consultant will provide evidence-based recommendations for the strategic direction and implementation of EABRN for the upcoming phase (2026-2035). The assessment should also integrate cross-cutting issues such as human rights, 'Leave No One Behind,' and environmental sustainability into the analysis and recommendations. The consultant will be expected to deliver a detailed report outlining the findings and proposed strategies.

Work Experience

The consultant should possess significant experience in conducting evaluations, particularly within the context of international environmental or conservation programs. Experience with UNESCO or similar intergovernmental organizations is highly desirable. A proven track record in assessing network effectiveness and providing strategic recommendations is essential.

Skills

Key skills include strong analytical and research capabilities, excellent report writing and communication abilities, and proficiency in evaluation methodologies. The consultant must demonstrate expertise in assessing program efficiency, effectiveness, relevance, coherence, sustainability, and impact. Familiarity with environmental conservation, biosphere reserves, and international cooperation frameworks is also crucial.
