The UNDP Sub-Regional Hub for West and Central Africa (UNDP WACA) supports 24 countries in achieving the Sustainable Development Goals (SDGs). Within this hub, the Climate Action, Disaster Risk Reduction, Resilience and Energy Portfolio focuses on critical areas like climate adaptation, renewable energy, and natural resource management, supporting robust frameworks for carbon market participation.
Job Purpose
This role provides strategic, technical, and policy support to enhance carbon markets in the Congo Basin, fostering cooperation under Article 6 of the Paris Agreement. The Analyst will assist countries in mobilizing carbon finance to advance sustainable development and climate action, particularly within the "Scaling up carbon finance to preserve the Congo Basin Forests" regional initiative. The purpose is to strengthen the enabling environment for carbon markets, support the development of high-integrity carbon credit projects and transactions, mobilize climate and carbon finance, and manage knowledge, coordination, and partnerships to ensure effective implementation and impact.
Responsibilities
Key responsibilities include strengthening the enabling environment for carbon markets and Article 6 cooperation by advising governments on strategies and harmonization of regional approaches. The role involves supporting the development of high-quality carbon credit projects and transactions, including REDD+ initiatives, and facilitating engagement with private sector partners. Mobilizing climate and carbon finance through technical support for program design, feasibility studies, and funding proposals for mechanisms like the Green Climate Fund is crucial. Additionally, the Analyst will manage knowledge, coordinate efforts, and build strategic partnerships with governments, regional organizations, development partners, and the private sector, while representing UNDP in relevant forums and preparing technical reports and policy briefs.
Work Experience
A minimum of two years of relevant experience (with a Master's degree) or four years (with a Bachelor's degree) is required in supporting carbon markets, NDCs, and the Paris Agreement. Strong background in carbon market technical components, certification processes, registries, and Article 6 UNFCCC decisions is essential. Experience with multilateral organizations or the UN system is an asset.
