Organizational Context

The United Nations Development Programme (UNDP) in Jordan focuses on sustainable human development, promoting inclusive economic growth, climate action, and environmental resilience. Within its Sustainable Green Pathways Pillar, UNDP supports the transition to a Blue Economy in Aqaba, in partnership with the Aqaba Special Economic Zone Authority (ASEZA). This role supports the operationalization of the Blue Economy Center for Innovation (BECI) during its transition phase.

Job Purpose

This role serves to provide strategic and technical support for the implementation of catalytic Blue Economy initiatives in Aqaba, Jordan, over a six-month period. The Blue Economy Specialist will contribute to strengthening the operational readiness of the Blue Economy Center for Innovation (BECI) by developing its technical program, operational mechanisms, and blended finance platform. Key contributions include fostering investment-ready projects, facilitating strategic partnerships, supporting the Gulf of Aqaba Resilient Reefs Programme, and leading the technical preparation for the Second International Blue Economy Symposium, positioning Aqaba as a regional hub for sustainable blue investment.

Responsibilities

The Blue Economy Specialist will operationalize the Blue Economy Center for Innovation (BECI) by developing its technical program, operational framework, and blended finance platform. This includes establishing collaboration mechanisms with diverse stakeholders and providing technical advice for innovation and knowledge exchange. The role involves developing a pipeline of bankable Blue Economy and circular economy investment concepts, preparing investment profiles, and designing blended finance approaches. Additionally, the specialist will support the replenishment of the Gulf of Aqaba Resilient Reefs Programme through technical inputs and partnership development. A key responsibility is leading the technical planning and coordination of the Second International Blue Economy Symposium, including preparing technical materials and facilitating engagement with speakers and partners. The role also encompasses developing strategic partnerships and creating knowledge products related to Blue Economy initiatives.

Work Experience

A minimum of seven years of experience (with a Master's degree) or nine years (with a Bachelor's degree) is required in areas such as environmental management, environmental economics, coastal zone management, or organizational transformation. Experience in project management, institutional capacity development, and computer applications for editing and presentation is also necessary.
