The specialist will provide expertise in auditing and constructing BTP facilities.
Job Purpose
The Civil Engineering Specialist (BTP) will provide crucial technical expertise for the evaluation, design, audit, and supervision of civil engineering works and BTP facilities within UNDP projects in Cotonou, Benin. This role involves assisting the office and projects by developing technical specifications, preparing procurement documents, and overseeing construction processes. The specialist will ensure compliance with UNDP procedures, advise on project execution, and manage contractor relations, including site visits, progress reporting, payment certification, and final reception. The ultimate goal is to ensure the effective and efficient delivery of civil engineering projects, providing high-quality advisory support and ensuring all facilities meet required standards.
Responsibilities
The Civil Engineering Specialist (BTP) will be responsible for assisting the UNDP office and its projects in the evaluation, design, audit, and supervision of civil engineering works. Key duties include developing and amending technical specifications and electrical plans, preparing tender documents for construction companies according to UNDP procedures, and providing expert advice and oversight throughout the procurement and construction phases. This involves participating in pre-bid meetings, organizing preparatory meetings with selected contractors, conducting regular site visits, and preparing progress reports. The specialist will also be responsible for certifying contractor payments, organizing final project reception, and assessing UNDP facilities for upgrades and compliance. Additionally, the role requires providing expertise on civil engineering tasks, ensuring effective project monitoring, and delivering technical specifications and final mission reports.
Work Experience
A minimum of 7 years of proven experience for Engineers, or 9 years for Bachelor's degree holders, or 8 years for Master's degree holders, is required in similar construction works, particularly in building construction. Experience in auditing, architectural planning, and site supervision is essential. Experience managing complex initiatives and projects is also required.
