Employment and Entrepreneurship Officer
Organizational Context
The United Nations Development Programme (UNDP) in Ukraine supports poverty eradication, inequality reduction, and resilience building, aligning with Sustainable Development Goals. Operating through three programme priorities, UNDP is actively involved in emergency response and crisis management, particularly in war-affected regions. The Area-Based Recovery (ABR) Framework guides this work, focusing on reconstruction, returns, resilience, and reforms to foster community recovery and a development pathway.
Job Purpose
The Employment and Entrepreneurship Officer will lead the design and implementation of projects aimed at enhancing employability, entrepreneurship, and institutional capacity within war-affected communities in Ukraine. This role involves assessing needs, developing and delivering training and capacity-building programs for various stakeholders including vulnerable populations, businesses, and public institutions. The officer will coordinate with employers and support organizations to create pathways for formal employment and self-employment, and facilitate the modernization of educational and business infrastructure. Regular field visits are required to ensure effective outreach, coordination, and monitoring of economic recovery initiatives under the Area-Based Recovery framework.
Responsibilities
Key responsibilities include performing needs assessments for local communities, businesses, and institutions; developing and implementing training and re-skilling programs for war-affected populations; and creating capacity-building initiatives for business service providers, employment services, and authorities. The role involves coordinating with employers and support organizations to link training with employment opportunities, supervising consultants, and managing grant programs. Additionally, the officer will facilitate infrastructure modernization, ensure operational and financial management of projects, and align activities with UNDP policies, including gender equality mainstreaming. Establishing and maintaining partnerships with diverse stakeholders, monitoring project progress, reporting on achievements, and facilitating knowledge sharing and advocacy are also crucial duties.
Work Experience
A minimum of two years of relevant experience (with a Master's degree) or four years (with a Bachelor's degree) is required in designing, implementing, monitoring, and evaluating humanitarian or development projects related to livelihoods or economic recovery. Experience with computer software, office packages, and web-based management systems is also necessary.
