TICAD Finance and Administrative Analyst
Organizational Context
The United Nations Development Programme (UNDP) partners with Japan to support the Tokyo International Conference on African Development (TICAD), a key forum for African development dialogue. The TICAD Unit, integrated into the Regional Bureau for Africa (RBA), focuses on following up on TICAD commitments, fostering public-private partnerships, and mobilizing resources. This role supports the finance and administrative functions for the TICAD Unit.
Job Purpose
This role provides essential operational support to the TICAD Unit within the UNDP Regional Bureau for Africa. The primary purpose is to ensure the efficient and timely management of financial resources, project delivery, and administrative processes related to Japan-funded projects in Sub-Saharan Africa and the TICAD Process Promotion Support Fund (TPPSF). The incumbent will contribute to the effective functioning of the unit by managing financial transactions, supporting budget preparation, coordinating travel and administrative matters, and assisting with procurement and asset management. This role is crucial for the successful follow-up of TICAD commitments and the overall advancement of African development initiatives supported by UNDP and Japan.
Responsibilities
Monitor and manage financial resources, delivery, and reporting for Japan-funded projects in Sub-Saharan Africa, ensuring compliance with UNDP and Government of Japan requirements. Facilitate fund transfers, track project progress, and provide guidance on revisions and closures. Prepare and monitor the TICAD Process Promotion Support Fund (TPPSF) annual financial report, support budget preparation, and ensure efficient resource delivery and accurate financial transactions. Provide comprehensive administrative support, including coordinating travel arrangements, organizing events, and managing protocol matters. Support procurement, supply, and asset management, including inventory reporting and office supply coordination. Contribute to knowledge management by organizing capacity-building sessions, consolidating lessons learned, and collaborating on communication plans to highlight project achievements.
Work Experience
Applicants with a Master's degree are not required to have professional work experience. Applicants with a Bachelor's degree must have a minimum of two years of relevant professional experience. Desirable experience includes financial management assistance, project management, proficiency with office software and ERP systems (preferably PeopleSoft), knowledge of IPSAS/IFRS, managing strategic partnerships, UN working experience, and being a part-qualified accountant.
