The United Nations Development Programme (UNDP) in the Philippines supports the achievement of the 2030 Agenda by fostering country-specific solutions for crisis resilience. The Peacebuilding Cluster in Mindanao plays a critical role in supporting peace processes, conflict prevention, governance, and community empowerment, particularly for marginalized groups. This role is based in Cotabato City and supports the implementation of key peacebuilding projects.
Job Purpose
The Monitoring & Evaluation Associate will support the Project Manager in establishing and operationalizing the Monitoring, Evaluation, Accountability, and Learning (MEAL) system for UNDP's Peacebuilding projects in Mindanao. This involves ensuring effective monitoring and reporting of project outputs and results, working closely with local authorities, civil society, and UN agencies. The role contributes to coordinated governance, stabilization, and resilience initiatives by providing data-driven insights for decision-making, enhancing feedback mechanisms, and supporting quality assurance processes. The Associate will also mentor project staff and partners on MEAL systems, ensuring alignment with UNDP's strategic objectives and contributing to the overall success of peacebuilding efforts in the region.
Responsibilities
The Monitoring & Evaluation Associate will support the planning, design, and management of Peacebuilding Projects, including the formulation and implementation of Annual Work Plans. Responsibilities include providing analysis and written outputs on project activities, emerging issues, and their impact. The role involves ensuring effective monitoring and evaluation by maintaining and updating the M&E plan, developing M&E tools, and facilitating data collection and analysis. The Associate will implement MEAL activities, prepare consolidated progress reports, identify challenges, and recommend solutions. This includes facilitating field visits, supporting evaluation missions, and establishing feedback and response mechanisms. Additionally, the role involves consolidating lessons learned, contributing to knowledge management efforts, and liaising with the Communications Team for reporting and outreach materials. The incumbent will also support risk monitoring and capacity building for project staff and partners.
Work Experience
A minimum of seven (7) years of professional experience in monitoring and evaluation support for peacebuilding or development projects is required with a secondary education. This includes at least four (4) years of demonstrated experience in results-based M&E, data collection and analysis, and report writing using MS Office and database systems. Experience with web-based management systems, engaging institutional partners, and analyzing quantitative data with statistical software is desirable.
