Organizational Context
The United Nations Development Programme (UNDP) in Moldova is supporting the Ministry of Labour and Social Protection (MLSP) in a significant digital transformation initiative. This project aims to address inefficiencies and fragmentation within the social protection system by enhancing digital infrastructure and service delivery. The role of the Digital Product Analyst is crucial in driving this transformation, ensuring a more efficient, inclusive, and resilient social protection framework for Moldovan citizens.
Job Purpose
The Digital Product Analyst will play a key role in the "Digital Transformation of Social Protection" Project in Moldova, under the supervision of the UNDP Digital Transformation Manager. The primary purpose of this role is to ensure the delivery of high-quality digital services and products that align with the project's scope and objectives. This involves diagnosing systemic gaps, architecting digital solutions, managing product roadmaps, and facilitating change management and capacity building within the Ministry of Labour and Social Protection and its affiliated institutions. The analyst will contribute to enhancing the social welfare of Moldovan citizens by establishing a more efficient, accessible, and responsive social protection framework through digital transformation, improved service delivery, and strengthened institutional capacities, ultimately supporting national priorities and the 2030 Agenda.
Responsibilities
The Digital Product Analyst is responsible for leading discovery phases to assess institutional processes, identify modernization bottlenecks, and diagnose digital transformation opportunities within MLSP-subordinated institutions. This includes architecting and validating digital initiatives, mapping inter-agency dependencies, and analyzing international best practices for citizen-centric digital workflows. The role involves defining and prioritizing digital initiatives, developing Terms of Reference for information systems, and managing product roadmaps for incremental value delivery. Additionally, the analyst will implement change management programs, facilitate digital literacy training, and formulate internal communication strategies to promote digital adoption. Coordination of Agile development cycles, quality assurance, risk mitigation, and institutionalizing feedback loops between stakeholders and developers are also key responsibilities. The incumbent will mediate technical discussions and perform other duties as assigned to ensure the efficient functioning of the project.
Work Experience
Applicants with a Master's degree are not required to have professional work experience. Applicants with a Bachelor's degree must have a minimum of two years of progressive experience in business process re-engineering, digital systems implementation, software lifecycle management, or digital product ownership at the national or international level.
