Organizational Context
The United Nations Development Programme (UNDP) in Uruguay, in collaboration with the National Directorate of Climate Change (DINACC) of the Ministry of Environment, is implementing a project to strengthen national capacities for integrating gender equality into climate change planning and financing. This initiative supports the second Gender and Climate Change Action Plan (2026-2030), aiming to enhance women's economic empowerment and resilience within climate action.
Job Purpose
The Project Associate will lead and develop project activities from technical, operational, and strategic perspectives, under UNDP supervision and in close collaboration with DINACC and other state institutions. This role is crucial for ensuring the successful delivery of project outputs and activities. The position combines coordination with thematic expertise, requiring direct responsibility for developing technical products, drafting documents, implementing activities, and conducting training sessions. The associate will also monitor project progress, supervise specific consultancies, and manage project aspects in coordination with the Programme team, contributing substantively to knowledge production and implementation processes.
Responsibilities
Lead project activity execution and the development of various deliverables. Ensure the technical quality of all project activities and outputs, and provide narrative progress reports to DINACC, UNDP, and the Climate Fund Secretariat. Conduct direct dialogue, exchange, and capacity-building activities with national and territorial stakeholders, including civil society and productive associations, to mainstream gender and climate change into strategic processes, policies, planning, and actions at all levels. Identify and map key actors and promote their involvement. Lead institutional and sectoral capacity assessments and report on findings. Prepare training content and materials, and deliver training sessions. Develop specific knowledge products on gender and climate change, coordinating with gender and climate finance experts. Ensure institutional coordination aligns with the project's governance framework.
Work Experience
A minimum of 3 years of relevant experience is required for degree holders; 6 years for those with less formal education. Experience should be in projects related to public policy, climate change, environmental management, and social transformation. Specific experience in gender and climate change or natural resource management, with facilitation skills for workshops and capacity building, is essential. Experience in climate finance or integrating gender and climate change into financial instruments is desirable.
Skills
Excellent writing, advocacy, presentation, and communication skills. Strong organizational and executive capacity. Solid analytical and methodological skills for designing, developing, and writing technical products and knowledge outputs (evaluations, reports, guides, training materials). Proficiency in English and Spanish (written and spoken).
