Organizational Context
This role is part of a project (00122955) established through a collaboration between the Government of Mexico and the United Nations Development Programme (UNDP). It operates under the Dirección General para Temas Globales (DGTG) within the Ministry of Foreign Affairs (SRE). The project aims to strengthen Mexico's environmental foreign policy and multilateral engagement.
Job Purpose
The Environmental Agenda Coordinator Specialist will strengthen coordination within the Ministry of Foreign Affairs and the Mexican Government to fulfill multilateral environmental agendas and the 2030 Agenda priorities. This role involves implementing international climate change commitments, enhancing the DGTG's capacity for tracking national and international agreements, fostering institutional alliances, and analyzing geopolitical and international political contexts. The specialist will oversee the planning and execution of environmental foreign policy, contribute to treaty negotiations, and develop programs and indicators to ensure compliance with national and international commitments, aligning with Mexico's environmental objectives.
Responsibilities
Key responsibilities include supervising the planning and execution of environmental foreign policy in coordination with national authorities and international bodies. The role involves contributing to the negotiation of treaties and bilateral/trilateral agreements on climate change and resolving related disputes. Developing necessary elements to meet national programs and international commitments on climate change and environmental components is crucial. The specialist will propose institutional positions on climate change for committees and negotiations based on environmental research. Additionally, developing annual work programs, activities, goals, and indicators for monitoring and fulfilling international/national agreements within the Directorate General, in collaboration with other federal government entities, is a core function.
Work Experience
Candidates with a Bachelor's degree require 10 years of experience in public administration, international relations, foreign trade, multilateral negotiations, international organizations, or related fields. Those with a Master's degree need 8 years of experience in these areas. Experience in project planning and management, implementing and monitoring SRE's programmatic framework, and international negotiation is essential.
