Organizational Context

UNDP in Moldova supports democratic governance by strengthening electoral institutions like the CEC and CICDE. The EDMITE project enhances electoral resilience against cyber threats and disinformation. This role supports the modernization and integration of critical IT systems, forming the digital backbone of electoral operations, and ensuring alignment with national cybersecurity policies.

Job Purpose

The IT Project Analyst will provide strategic, technical, and coordination support for the Central Electoral Commission's (CEC) portfolio of electoral information systems. Serving as the primary technical liaison, the role ensures electoral digital systems are planned, implemented, monitored, and maintained according to institutional requirements, national standards, and cybersecurity regulations. The Analyst will contribute to modernizing, integrating, and ensuring the operational sustainability of these systems, fostering coherence, reliability, and continuous institutional support to the CEC. This involves translating institutional needs into technical specifications, coordinating development teams, overseeing quality assurance, and ensuring alignment with national cybersecurity policies to enhance the resilience and transparency of Moldova's electoral digital infrastructure.

Responsibilities

The IT Project Analyst is responsible for strategic planning, technical coordination, and implementation oversight of electoral IT systems, including integrated planning, risk management, and progress reporting. This involves translating institutional requirements into technical specifications and coordinating with technical units, vendors, and partners. The role includes vendor management, providing technical support for procurement, monitoring performance, and validating deliverables to ensure compliance with standards. Oversight of electoral systems modernization, redesign, testing, deployment, and maintenance is crucial, focusing on integration into a streamlined architecture and ensuring system functionality, data integrity, and security. The Analyst will also manage system integration, data architecture, and digital governance, ensuring interoperability and adherence to data governance principles. Functional support for specific systems like the State Registry of Voters and public-facing platforms, along with defining acceptance criteria, test plans, and ensuring comprehensive documentation, are key duties. Finally, the role involves institutional strengthening through knowledge transfer, training, and capacity building for CEC staff to ensure sustainable technical operations and digital governance.

Work Experience

A minimum of 2 years of progressive experience in managing ICT projects, including planning, implementation, stakeholder coordination, and monitoring, is required with a Master's degree. A Bachelor's degree requires 4 years of experience. Experience in designing and overseeing information system implementation (at least 3 systems) is essential. Experience with IT policies, public institutions, electoral bodies, or international organizations is desirable.
