Organizational Context

The United Nations Development Programme (UNDP) in Nepal supports the Provincial and Local Governance Strengthening Programme (PLGSP) (2024-2029). This national framework aims to build capacity at all government levels, focusing on provincial and local governments to achieve functional, sustainable, inclusive, and accountable governance. The role supports the technical assistance component, facilitating federalism implementation and inclusive service delivery.

Job Purpose

The Knowledge Management Analyst plays a crucial role in developing and implementing knowledge management (KM) tools and systems to support the effective functioning of Nepal's federal governance structure. This position will devise and demonstrate KM practices, enabling provincial and local governments (PLGs) to document, share, and utilize knowledge and lessons learned. The analyst will also contribute to building institutional memory and developing a comprehensive communications strategy for the PLGSP, ultimately enhancing the capacity of all government tiers to implement federalism and deliver inclusive services effectively. The role supports the overall objective of fostering cooperative federalism and improving service delivery to citizens, particularly marginalized groups and women.

Responsibilities

The Knowledge Management Analyst is responsible for designing and implementing the KM strategy, including developing documentation systems for learnings and good practices, and creating a communications strategy for PLGSP. This involves identifying new KM areas, advising the team on integrating KM into programme activities, and facilitating the dissemination of knowledge through enhanced communication and publications. The role includes developing a repository system for information and learning, conducting peer-to-peer learning sessions, and building partnerships for KM. Additionally, the analyst will strengthen knowledge exchange and sharing practices by proposing learning modalities and developing guidelines for communities of practice. Monitoring and reporting on KM activities, including budget review and analytical reports, are key duties. The position also involves coordinating with IT on online KM tools, organizing training, and supporting capacity building for government tiers in communication and KM strategies, including audio-visual production and social media management.

Work Experience

While a Master's degree holder may not require professional experience, those with a Bachelor's degree need at least two years of relevant national-level experience in public relations, advocacy, communications, or knowledge management. Experience with MS Office, web-based tools, social media, and graphic design/video editing software is desirable.
