Organizational Context

The United Nations Development Programme (UNDP) project in Serbia aims to strengthen the administrative capacity of the Ministry of Construction, Transport and Infrastructure (MCTI). It supports MCTI in planning and delivering strategic construction and infrastructure projects by enhancing policy planning, project development, and overall project management capabilities. A Project Implementation Unit (PIU) has been established to ensure timely and impactful project execution.

Job Purpose

The Project Analyst-Engineer will ensure the results-oriented, effective, efficient, and accountable implementation of project activities and achievement of project results within the UNDP framework in Serbia. This role provides crucial technical expertise and support for infrastructure activities, focusing on design, supervision, and quality assurance. The incumbent will ensure that infrastructure projects meet specified objectives, quality standards, and are delivered within time and cost constraints, contributing significantly to the Ministry of Construction, Transport and Infrastructure's capacity building and strategic project delivery goals.

Responsibilities

Provide technical support for project implementation, including reviewing and approving design documentation, facilitating needs assessments, and supporting tender processes for goods and services. Manage project works related to energy efficiency and environmental issues, and advise on resolving design or quality conflicts. Ensure compliance with project management rules and policies. Liaise with contractors, municipalities, and partners. Assist in supervising design development and construction works, monitoring quality, costs, schedule, safety, and environmental aspects in accordance with Serbian regulations. Report on on-site monitoring, identify potential issues, and provide early warnings. Collect and analyze data for work plans and progress reports, and contribute to the monitoring and evaluation framework. Draft correspondence on engineering matters and support knowledge sharing initiatives.

Work Experience

For candidates with a Master's degree, no professional work experience is required. Candidates with a Bachelor's degree must have a minimum of two years of relevant professional experience in infrastructure project implementation, including design and supervision.
