Organizational Context
The Office of the United Nations Special Coordinator (UNSCO) in Jerusalem is recruiting an Economist to provide dedicated economic and analytical support. This role is crucial for developing a transitional programming framework, strengthening risk and political economy analysis, and contributing to research and engagement on socio-economic and financial issues. The Economist will pioneer the use of generative AI and digital tools to enhance evidence-based planning and decision-making.
Job Purpose
The Economist will provide essential economic and analytical support to UNSCO and the UN Country Team (UNCT) in Jerusalem. The primary purpose is to develop a strategic planning framework that contributes to the implementation of UNSCO and UNCT's development mandate, particularly in the context of post-conflict recovery and reconstruction. This involves conducting in-depth political economy and risk analysis, leveraging advanced AI tools for data analysis, foresight, costing, and reporting. The role aims to strengthen the evidence base for transitional planning and inform senior leadership decision-making on economic and fiscal matters, aligning with UN mandates and contributing to the broader peace and recovery efforts in the region.
Responsibilities
The Economist will lead the development of programming frameworks, including the Common Country Analysis (CCA), results, financing, and monitoring/impact reporting frameworks. This involves conducting socioeconomic analysis, foresight, and horizon scanning, and establishing AI-driven analytical workflows for data collection, scenario modeling, and costing. The role requires providing substantive economic and analytical support for transitional programming and advising on financing frameworks, mapping needs, flows, and instruments. Additionally, the Economist will develop and maintain a risk framework, conduct political economy and conflict analysis, and lead research and analysis for the Ad Hoc Liaison Committee (AHLC), including drafting reports and engaging with stakeholders. Policy advice, knowledge management, and capacity building for counterparts are also key responsibilities, alongside assessing economic policies for their impact on poverty reduction and sustainable growth.
Work Experience
A minimum of 7 years of progressively relevant experience (with a Master's degree) or 9 years (with a Bachelor's degree) is required in economic analysis, sustainable development policy, or project/programme management in conflict/post-conflict recovery planning. Experience with the UN or an International Financial Institution in complex conflict/occupation contexts, leading UN country-level crisis assessments (e.g., RDNA), and strategic aid coordination is also required. Experience in political economy/conflict analysis in fragile settings, designing M&E/financing frameworks, advising senior management, and using AI/advanced data analytics tools is desirable.
