Organizational Context

The United Nations Development Programme (UNDP) in Myanmar is implementing the Earthquake Response – Community Led Recovery and Reconstruction Project in Mandalay following a 7.7 magnitude earthquake. This project aims to support inclusive and resilient recovery by restoring livelihoods, infrastructure, and essential services, with a focus on community leadership and local economic revitalization. The Project Associate will provide crucial operational, administrative, and logistical support to ensure the effective implementation of project activities.

Job Purpose

The Project Associate is responsible for providing essential operational, administrative, and logistical support to the UNDP's Earthquake Response – Community Led Recovery and Reconstruction Project in Mandalay. This role is critical for the smooth and effective delivery of project activities, ensuring compliance with UNDP rules and procedures. The incumbent will work closely with the project team to manage day-to-day operations, support financial monitoring, facilitate procurement and administrative processes, and assist in coordination with various stakeholders. By ensuring efficient service delivery and accurate documentation, the Project Associate directly contributes to the project's goals of restoring essential community services, infrastructure, livelihoods, and economic opportunities in the earthquake-affected region, fostering an inclusive and resilient recovery.

Responsibilities

The Project Associate will support project management and implementation by contributing to annual work plans, managing meeting schedules, and assisting in organizing workshops and events. This includes taking minutes, drafting reports, and providing guidance to implementing partners on routine activities and financial resource tracking. The role involves effective financial monitoring and management, including budget tracking in Quantum, ensuring budget availability, processing payments, managing petty cash, and settling office expenses. Administrative and operational support includes ensuring compliance with UNDP procedures, drafting HR and Procurement Plans, managing staff attendance, facilitating recruitments and procurements, and maintaining quality control of documentation. Logistical support encompasses managing the project vehicle fleet, maintaining asset inventory, overseeing office premises, and managing the work schedules of support personnel. The role also facilitates knowledge building by maintaining filing systems and proposing operational efficiencies.

Work Experience

A minimum of 6 years of progressively responsible administrative or project experience is required with a secondary education. This requirement is reduced to 3 years with a Bachelor's degree. Experience with computers, office software, web-based management systems, financial transactions, and general office administration is essential.
