Organizational Context
The United Nations Development Programme (UNDP) in Uruguay, through its Inclusive Sustainable Development portfolio, strengthens national capacities to integrate gender equality into economic, fiscal, energy, climate, and productive policies. This work aligns with the 2026-2030 Country Programme Document and Gender Strategy, emphasizing gender equality and intersectionality as cross-cutting development themes.
Job Purpose
This role provides technical assistance to integrate gender perspective into analysis, evidence generation, knowledge production, technical monitoring, and inter-institutional coordination across three priority workstreams: climate finance with an energy focus, women's economic autonomy and industry decarbonization, and gender and economy. The position supports initiatives addressing documented gender gaps in Uruguay, such as women's participation in key sectors, access to finance, unpaid care work, and climate change impacts. It aims to ensure that energy and productive transitions do not perpetuate existing inequalities, contributing directly to the UNDP's Gender Strategy and sustainable development goals.
Responsibilities
The role involves analyzing quantitative and qualitative data, disaggregated by sex and other relevant factors, to identify gender gaps in sectors like energy, industry, and technology, and in access to finance. It includes developing descriptive analyses, cost estimations, and policy notes that incorporate gender dimensions into mitigation measures for electromobility, industrial energy efficiency, and difficult-to-abate sectors. The position will also systematize regional and international best practices, support the development of gender-responsive planning documents, and provide technical follow-up on consultancies, ensuring gender criteria are met. Additionally, it requires facilitating and documenting technical meetings, workshops, and inter-institutional spaces, and presenting technical findings to various stakeholders.
Work Experience
The role requires experience in analyzing quantitative and qualitative data, including disaggregated data, and in developing technical reports and policy notes. Experience in gender mainstreaming, climate action, economic policy, or sustainable development is expected. Familiarity with inter-institutional coordination and technical follow-up on consultancies is also necessary.
