Organizational Context

The UNDP Viet Nam Country Office focuses on inclusive, sustainable, and resilient economic development through private sector growth, sustainable finance, and adaptive livelihoods. The unit empowers SMEs, particularly those led by women, youth, and disadvantaged groups, via digital innovation and low-carbon approaches. It also advances policy and financial instruments for climate-related investments and builds capacities for shock-responsive social protection and livelihood resilience strategies.

Job Purpose

Under the supervision of the Head of IGU/Assistant Resident Representative, the Project Associate provides essential administrative, unit management, and resource mobilization support to the Innovation & Effectiveness Unit. This role is crucial for the effective preparation and implementation of various projects and activities within the Country Office. The incumbent collaborates closely with Operations, Programmes, and project teams to ensure smooth project execution, operational efficiency, and adherence to policies and procedures. Key contributions include supporting project management, financial oversight, procurement, quality assurance, and fostering knowledge sharing to advance UNDP's mission in Viet Nam.

Responsibilities

The Project Associate provides comprehensive support for project management and implementation, including tracking expenditures against budgets, managing procurement and recruitment processes, and reviewing project work-plans. They ensure compliance with financial policies, support operational and financial project closures, and assist in organizing study tours and monitoring visits. The role involves providing guidance on policies and procedures to implementing partners, supporting quality assurance through monitoring activities and audits, and assisting with project evaluations. Additionally, the associate provides administrative support for the Programme, manages internal expenditure controls, processes requisitions, and maintains assets. They also support resource mobilization by analyzing funding partners, tracking resources, and assisting with partnership activities. Finally, the role contributes to knowledge building and sharing within the Country Office.

Work Experience

A minimum of 6 years of relevant experience in administrative and programme support functions is required with a secondary education. This requirement is reduced to 3 years with a bachelor's degree. Experience with Excel, accounting software, and web-based management systems is necessary.
