Organizational Context
The Bureau for Management Services’ Office of Financial Resources Management (BMS/OFRM) supports UNDP's 2030 Agenda and Strategic Plan by developing an integrated resource management framework to enhance financial performance and facilitate UN reform. BMS/OFRM ensures financial integrity through policy development, performance oversight, and advisory services to business units. The Financial Performance Management (FPM) unit, within FPMR, focuses on financial performance, internal controls, and emerging financial risks, serving as the focal point for the HACT framework and administering the Annual Representation exercise.
Job Purpose
This role provides specialized technical expertise as a Subject Matter Expert (SME) in financial risk management, with a strong focus on IPSAS compliance, UNDP's regulatory framework, and support for internal and external audit processes, including engagement with the UN Board of Auditors. The position is crucial for maintaining the financial integrity of UNDP by contributing to robust financial policies, effective resource management, and accurate financial reporting. It supports informed senior decision-making by delivering expert financial advisory services, addressing complex financial issues, and overseeing financial risks associated with implementing partners. The role also plays a key part in enhancing the organization's financial management performance and ensuring sustained audit assurance.
Responsibilities
Lead the development, continuous improvement, and interpretation of UNDP's financial risk management policies, including the HACT Framework, and oversee the design of digital tools for risk identification and monitoring. Provide strategic advisory and training on complex financial risk matters, driving cross-functional and inter-agency coordination. Lead the planning, rollout, and technical management of the Annual Representation Exercise and Statement of Internal Control over Financial Reporting (SICFR), ensuring coherence and providing technical guidance. Prepare assigned sections of SICFR and related corporate reporting. Lead complex analytical reviews for IPSAS-compliant financial statements and contribute to drafting primary financial statements and notes. Produce high-level analytical insights for senior management and evaluate the impact of new IPSAS standards. Support engagement with internal and external auditors, prepare audit samples, and strengthen internal control practices. Facilitate knowledge building and sharing of best practices in finance.
Work Experience
A minimum of 5 years of relevant financial management/reporting experience (with a master's degree) or 7 years (with a bachelor's degree) in a large multinational or international organization is required. Proven experience with International Public Sector Accounting Standards (IPSAS) or International Financial Reporting Standards (IFRS), and ERP financial systems (preferably Oracle), is essential. Experience with risk management principles and frameworks is also necessary.
