Job Purpose
The Programme Specialist will contribute to the formulation and implementation of UNDP programme strategies and policies, focusing on economic recovery in Gaza. This role involves managing programme activities, ensuring quality assurance and risk management from design to implementation. The specialist will oversee planning, budgeting, and monitoring, ensuring effective use of resources and data. A key aspect is fostering strategic partnerships with various stakeholders, including UN agencies, government, donors, and the private sector, to mobilize resources and support the development of new projects. The position also entails providing high-quality advisory services and facilitating knowledge management to support inclusive, green, and resilient development in Gaza, ultimately aiming to rebuild the livelihoods ecosystem and create conditions for sustainable peace.
Responsibilities
Substantively contribute to the formulation and implementation of UNDP programme strategies and policies, including analysis of the socio-economic situation and collaborative inputs to UN frameworks. Ensure effective programme management within assigned thematic areas, focusing on quality assurance and risk management, from formulation to implementation of economic recovery initiatives. Oversee planning, budgeting, implementation, and monitoring of programmes, tracking financial resources and ensuring effective application of results-based management tools. Support trends analysis for future programming and follow up on audit recommendations. Create strategic partnerships with UN agencies, IFIs, government, donors, private sector, and civil society, and support resource mobilization efforts. Provide top-quality advisory services, identify policy-driven issues, synthesize best practices, and facilitate knowledge building and management, including contributions to advocacy networks and digital knowledge platforms.
Work Experience
A minimum of 5 years of relevant experience (with a Master's degree) or 7 years (with a Bachelor's degree) is required at the national and/or international level. This experience should include providing management advisory services and hands-on experience in the design, monitoring, and evaluation of development portfolios and projects in a related thematic area. Previous experience in economic recovery programmes, results-based management, and working in conflict or transition contexts is essential.
