Programme Specialist
Organizational Context
The United Nations Development Programme (UNDP) in Gaza operates within a severe humanitarian and development crisis, exacerbated by recent hostilities. UNDP/PAPP has over four decades of experience in early recovery, reconstruction, and resilience-building. The Gaza Early Recovery, Reconstruction and Resilience Programme (GERP) and the Gaza Economic Resilience Programme (ERP) are key initiatives focused on infrastructure, livelihoods, governance, and economic transformation, linking humanitarian relief with long-term development pathways.
Job Purpose
The Programme Specialist will contribute to the formulation and implementation of UNDP programme strategies and policies, focusing on economic recovery in Gaza. This role involves managing programme activities, ensuring quality assurance and risk management from formulation to implementation. The specialist will oversee planning, budgeting, and monitoring, ensuring effective use of resources and data. A key aspect is fostering strategic partnerships with various stakeholders, including UN agencies, government, donors, and the private sector, to mobilize resources and support the development of new projects. The position also entails providing high-quality advisory services and facilitating knowledge management, contributing to inclusive societal digital transformation and resilient development in Gaza.
Responsibilities
Substantively contribute to the formulation and implementation of UNDP programme strategies and policies, including analysis of the socio-economic situation and input into strategic documents. Ensure effective management of the economic recovery programme, overseeing planning, budgeting, implementation, and monitoring, with a focus on quality assurance and risk management. Develop and maintain strategic partnerships with UN agencies, IFIs, government, donors, private sector, and civil society to support resource mobilization and project development. Provide top-quality advisory services, identify policy-driven issues, synthesize best practices, and facilitate knowledge building and management. Support the development of policies and institutions to address country needs and contribute to inclusive societal digital transformation. Organize training for staff on programme-related matters.
Work Experience
A minimum of 5 years of relevant experience (with a Master's degree) or 7 years (with a Bachelor's degree) is required at the national and/or international level. This experience should include providing management advisory services and hands-on experience in the design, monitoring, and evaluation of development portfolios and projects in a related thematic area. Previous experience in economic recovery programmes, results-based management, and working in conflict or transition contexts is essential.
