Job Purpose
The Legal Analyst will provide crucial assistance to national lawyers within the Special Lawyers Corps of the Special Criminal Court (SCC) in the Central African Republic. This role is integral to the joint UNDP-MINUSCA project supporting the SCC's operations. The purpose is to enhance the defense's capacity by conducting in-depth legal research, analyzing national and international law, and supporting the preparation of legal documents and arguments. The position also contributes to knowledge management, strategic procedural support, and capacity building for national legal professionals, ultimately strengthening the SCC's effectiveness in prosecuting serious crimes and combating impunity, while fostering national ownership of the justice system.
Responsibilities
The Legal Analyst will conduct comprehensive legal research and analysis in Central African law, international criminal law, humanitarian law, and human rights law. Responsibilities include analyzing jurisprudence of international and hybrid courts, assisting defense teams in drafting legal documents, maintaining a registry of legal productions, and managing a document system. The role involves providing legal advice on substantive and procedural matters, supporting evidence analysis, and monitoring proceedings to identify key defense issues. Additionally, the analyst will contribute to capacity-building plans, design and deliver training, provide ongoing technical support to national lawyers, and facilitate mentorship. The position also supports institutional cooperation, the development of effective procedures, and the promotion of national ownership of justice mechanisms.
Work Experience
A minimum of 2 years of relevant professional experience in criminal justice is required with a Master's degree, or 4 years with a Bachelor's degree. Experience as a defense lawyer, legal counsel, or specialized assistant within an international, hybrid, or national jurisdiction dealing with international crimes is essential. Familiarity with civil law systems and criminal procedure is also required.
