Organizational Context
The United Nations Development Programme (UNDP) in the Pacific, based in Fiji, supports ten countries in achieving the Sustainable Development Goals (SDGs). The Operations Team provides essential backbone support, including human resources services, to the multi-country office and other UN agencies, ensuring efficient programme delivery and administrative support for staff.
Job Purpose
The HR Associate, under the guidance of the HR Analyst, is responsible for the comprehensive execution of Human Resources services within the UNDP Pacific Multi-Country Office. This role ensures the transparency, integrity, and efficiency of HR operations, contributing to high staff morale and effective programme support. The position involves close collaboration with internal teams and headquarters to resolve HR-related issues and provide essential information, supporting the overall strategic goals and operational needs of the UNDP in the region.
Responsibilities
Administer and implement HR strategies and policies, ensuring compliance with UN and UNDP regulations. Provide advice on corporate strategies, personnel rules, and contractual modalities. Manage HR processes including recruitment, from job description drafting to interview participation. Oversee document verification, position management in UNall, and contract administration. Monitor HR transactions, maintain the staffing table, and prepare submissions for review panels. Administer international staff entitlements and manage rosters. Validate cost recovery charges for HR services. Facilitate performance management and career development, supporting appraisal processes and learning plans. Conduct salary and other surveys, participating in relevant committees. Promote knowledge building and sharing through training and synthesizing best practices.
Work Experience
A minimum of 7 years of progressively responsible HR and/or administrative experience is required with a secondary education. This requirement is reduced to 4 years if the candidate possesses a bachelor's degree. Experience with computer software, web-based management systems, recruitment, and core HR processes is essential.
